Is there a 1 year requirement to apply for a CCL after completing training?

No, there is no requirement

Think of it like graduating from high school. You get your diploma and then it’s always with you for life. It’s a part of that permanent record your teachers always told you about!

... except you can only use the training certificate from CCL training once.

I used a training class that was over 5 years old when I applied for my Illinois CCW.  It did not cause any issues.  (This was for the 1st half of the requirement since obviously Illinois-specific training had just started at that point, so I still had to do the 2nd half.)

One of my students waited nearly 2 years - it may have had to do with the former mis-interpretation of the "judicially required treatment" for DUI (or he was lazy). He was approved without delay or question.
