Witness Slips Needed!

 

The 2022 Spring Session began quietly. Despite there being six days scheduled so far, they have met only once due to ongoing COVID fears .

 

This week brings an old threat carried over from 2021, along with a new twist via House Amendment 4 . In order to create a market for a product that has no interest, HB2769 seeks to establish law enforcement grants to purchase “microstamp ready” firearms. Once created, the statement of legislative intent makes clear the sponsor's plan to create a mandate for technology that was proven useless at solving crime by Maryland's abandoned experiment.

 

This bill was held at second reading last Spring, and is poised to be passed out of the House in a single day.

 

In a addition to that immediate threat we see several shell bills, bills that act as place holders for future legislative language, filed by Representative Hoffman. Based on Mr. Hoffman's sponsorship of the new law requiring background checks for ammunition purchases and the eventual elimination of the privacy historically associated with private sales, we will need to monitor his legislation very closely, likely for the remainder of his time in office. Both his and the Senate Sponsor's, Senator Dave Koehler, current terms end 1/11/2023. With Public Act 102-237 now part of their legislative résumé, it is unclear if either will file for re-election.

 

This week also brings the threat of several additional anti-gun bills in committee, bills on which we need your help.

 

In a direct assault on due process HB2541 Order Protect – Gun Restrictions, eliminates the requirement that the subject of a protection order receive notice of that order, and provides for a 2 year prohibition on firearm possession even when the order is less than 2 years.

 

HB3144 Lost & Stolen Firearms – Penalty victimizes gun owners whose firearm was stolen by adding potential felony charges for failing to report the theft in a brief time frame.

 

HB3661 Firearm Owners ID – Revoke adds FOID revocation to the stolen firearm scenario because, in Chicago, they still can't tell the difference between victim and perpetrator.

 

In HB4296 Concealed Carry – Forest Preserve, Representative Stoneback proposes to extend the prohibition on carry in Cook County Forest Preserves to every other county facility: campgrounds, aquatic centers, boat launches, golf courses, etc. In other words, all the places she presumably likes to visit.
