After May 31 a bill can still pass with a simple majority, but can’t become effective until summer of the following year. She points out that there is then no record. He answers that they can turn the records over to the state. She points out that they don't have to do that - that there is no remaining record. He begins by pointing out that over 90% of the population of the US doesn't have a FOID card, that this bill give people false hope, that criminals will not follow this law.
