Sanctuary gun counties in Illinois

Updated map.

I agree this is getting confusing and keeping up with who had or did not have sanctuary language is also hard. So I decide to make yellow counties that did not pass sanctuary language specifically to green. Map is more about standing up to the state legislature and passing a resolution against more gun control. Blue is still counties with only a ballot initiative. Red are those that refused to consider or vote failed.

Please let me know if something is missing or wrong.attachicon.gifMap_of_Illinois_Gun_Sanctuary_ Counties.2018.08.16.png

Coles is a ballot referendum in November and not a County resolution so I think it should be Blue instead of Green.

Montgomery put a referendum on Nov ballot (post below) so they would also be Blue

edit: Williamson Nov referendum failed but resolution passed per post below, so they look like a Green.

In spite of a reported pass on Facebook, Boone meeting agenda shows it failed with a 2-2 tie so Boone looks like a Red on map unless someone has a different cite.

Crawford County resolution signed on 8-16. Green

misc: It should be Hancock county on map, not Handcock. Still looking for results of their last meeting.

Logan County adds firearm sanctuary referendum to November ballot

..."Local voters will be asked in the November midterm election if Logan County should become a firearm sanctuary county.

The Logan County Board recently passed a resolution opposing any bill before the 100th Illinois General Assembly that would restrict the individual rights of U.S. citizens, as protected under the second amendment of the United States Constitution.

The board unanimously approved the resolution and instructed the County Clerk to put the following advisory referendum to a public vote in November:

Shall Logan County become a sanctuary county for all firearms unconstitutionally prohibited by the government of the State of Illinois, for everyone except undocumented immigrants, in that Logan County will prohibit its employees from enforcing the unconstitutional actions of the state government?

If the referendum is approved by local voters, the county follow the lead of at least 26 other rural Illinois counties to pass similar sanctuary resolutions earlier this year, including Brown, Christian, Clark, Clay, Cumberland, Douglas, Effingham, Fayette, Ford, Greene, Hamilton, Hardin, Henry, Iroquois, Jasper, Jefferson, Lawrence, Monroe, Perry, Pope, Saline, Shelby, Washington, Wayne, White and Woodford counties.

County board members brought the referendum resolution to a vote last month following a sanctuary county recommendation from officials in Effingham County.

The People of Logan County, Illinois derive economic benefit from all safe forms of firearms, recreation, hunting and shooting conducted within the county using all types of firearms allowable under the United States Constitution, the resolution reads."...

HR1197 LRB100 22840 MST 41939 r HOUSE RESOLUTION

WHEREAS, Gun violence is an epidemic in America and in Illinois, touching all parts of the State; and
WHEREAS, The legislative and executive branches of the State have lawfully regulated guns and gun trafficking; and
WHEREAS, The U.S. Supreme Court has upheld the constitutionality of reasonable state gun violence prevention regulations; Conservative Supreme Court Justice Samuel Alito stated in the McDonald decision that state "experimentation with reasonable firearms regulations will continue under the Second Amendment"; and
WHEREAS, President Trump's administration appears to be willfully ignoring the problem of gun violence in America, and at the same time, is attempting to coerce municipal police forces into diverting their resources towards harassing immigrant populations; some municipalities have lawfully opposed having their local law enforcement used for such purposes and have been dubbed "sanctuary cities"; and
WHEREAS, Some counties in Illinois have erroneously tried to liken the cause of a sanctuary city with opposition to gun violence prevention measures by declaring themselves "gun
sanctuary counties", thereby declaring their intention to refuse to enforce any gun safety measures lawfully passed by the State with which they disagree; and
WHEREAS, These counties are trying to use those lawful sanctuary cities as an excuse to unlawfully ignore important, democratically-implemented, state laws; and
WHEREAS, These so-called "gun sanctuary counties" are nothing more than scofflaw counties, usurping the judiciary and role of separation of powers in our government, while openly encouraging criminal behavior; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we condemn these scofflaw counties and declare their attempts to label themselves as "gun sanctuaries" as an unconstitutional and shameless political stunt which undermines the rule of law and threatens the safety of all Illinois citizens.

Old news, and her resolution is highly flawed... She has no idea what she is doing.

August 25, 2018

To: Chairman Jay Dunn and all Macon County Board Members.

Please consider this our formal request to be heard concerning our proposed second amendment resolution at the upcoming Sept Board Meeting and placed on the agenda for vote at the October Board Meeting. This proposal was first presented to Chairman Dunn on May 21 and absolutely no action has taken place during that time. I think the lack of action speaks volumes and no need to elaborate further.

We make this request to make the citizens of Macon County voices heard in Springfield. We are opposed to any further degradation of our constitution and our second amendment rights. As law abiding, legal gun owners we are opposed to any further restrictions on our ability to protect ourselves and loved ones. We also want to afford the opportunity of participating in the shooting sports to our upcoming generations.

All of the board members took an oath of office that they specifically vowed to support and enforce our constitution. The right to bear arms is a constitutional right given to every citizen. Many of the laws being proposed in Springfield diminish or eliminate that constitutional right.

There is a legislative stampede to implement any and all gun restrictions as possible, much of which originates in Chicago. Please don't let the Macon county residents be caught up in that legislative stampede. As you hear many times from our politicians, "we are better than this", that is very true of Macon County residents and we don't want or need more gun control. We merely want to see the guarantees which our forefathers granted us, the ability to live lawful, peaceful lives and to protect ourselves from those that would disrupt or deny us that.

Political agenda or party lines should have no place in an open and frank discussion concerning rights bestowed upon all Americans. Lets move forward with this.

Sincerely,

Dan Cooley

After some deliberation, Gun Rights Watch will be marking Logan County green on our maps. The reason why is because of the following two lines in the news article above:

"The Logan County Board recently passed a resolution opposing any bill before the 100th Illinois General Assembly that would restrict the individual rights of U.S. citizens, as protected under the second amendment of the United States Constitution.

The board unanimously approved the resolution...."

It goes on to state that they scheduled a referendum for November, but the statement above still says that they passed a resolution anyway. Passing the resolution and also planning a referendum vote isn't unheard of; it's exactly what Christian and White counties did.

Understood. Wish these counties would get minutes posted more timely as news reporting these days isn't what it used to be. The article at times almost seemed to mix resolution and referendum.

"The board unanimously approved the resolution and instructed the County Clerk to put the following advisory referendum to a public vote in November"

"County board members brought the referendum resolution to a vote".

Edit...July board minutes. Ballot referendum motion but see no separate county resolution

https://logancountyil.gov/images/Regular_7-17-2018.pdf8

Motion by Mrs. Davenport, second by Mr. Rohlfs to place an Advisory Referendum on the ballot at the November 6th General Election for a Firearms Sanctuary Resolution. Motion passed on a roll call vote, all ayes.

Motion to Amend by Mr. Bateman, second by Mr. Blankenship adding undocumented immigrants.

Motion passed as amended on a roll call vote, all ayes.

Does anyone know what the status is of Will County. I remember reading here that someone presented the resolution to them but that's the last I heard.

July article said they were considering it according to ISRA but that's it and no other citations.

https://willcountygazette.com/stories/511491258-will-county-considers-gun-rights-resolution

quick scan of board agenda(s) showed nothing other than this in July

PUBLIC COMMENT

Ms. Jennifer (inaudible) expressed concern about board members being approached and public comments on a need for a resolution proposing that Will County become a gun sanctuary County.

I still think Boone is red but will wait until official minutes posted.

While official minutes are not posted on the Boone county site website yet, the agenda doc files show

Agenda Item Details

Meeting Aug 15, 2018 - Boone County Board Meeting

Category Standing Committee: Administrative and Legislative Subject Motion to Approve Resolution 18-18 Public Question

November 6, 2018 General Election Ballot which asks "Shall Boone County Oppose any Law Restricting Law-Abiding Gun Owners from their Second Amendment Rights?" (Not Approved 2-2)

resolution to present public referendum https://www.boarddocs.com/il/boone/Board.nsf/files/B3PCQ6067590/$file/res1818.pdf

legal opinion for board https://www.boarddocs.com/il/boone/Board.nsf/files/B3HVUT6FFB51/$file/UCCI%20Advisory%20Referenda.pdf

edit: very confused by Boone County. Minutes at:

http://www.boonecountyil.org/sites/default/files/images/August%202018%20County%20Board%20Meeting.pdf

mentions the 2-2 tie BUT then a 9-3 vote on motion

Perhaps ballot referendum failed at tie but county resolution passed?

  • 2 weeks later...

We spoke at the Macon County Board meeting last night. We were trying to get our proposal put on the Agenda for October. We failed to get the chairman to move on this so the Agenda vote will be taken during the November Board Meeting. We will stay active on this issue and hope to garner enough votes to join the Green Map here in Macon County.

Our friend Mark Mountian - author of the Pro-2A County Resolution back in the day - has sent word that Pike County passed this resolution in August. He will send copy and links tomorrow.

Good to hear. I'd love to color in Pike County.

Also, Hancock County passed their resolution Tuesday Night. GRW has a story up here:

So, that link says it's 42 counties that have passed it, and at least an equal number are voting or progress towards resolutions are being made. Soon, it appears that a majority of counties in the state will be 2nd Amendment sanctuary/supporting counties.

Both Macon and Macoupin have ballot initiatives in November, as far as we know; also there's a rumor that Pike actually passed a resolution last month and it wasn't publicized. We're looking into that one.

Map update again. Let me know if there are an errors or additions needed. Thanks.

Thanks Kevin, but just to be clear, Pike is not confirmed yet.
