mauserme Posted March 3, 2014 at 06:52 PM Posted March 3, 2014 at 06:52 PM .Call to Action Witness Slips Needed Witness Slip Instructions We recently learned of a procedural change regarding the handling of witness slips that will require additional input on the part of our members. In the past, witness slips were printed and kept with a bill during its journey through the legislature. This is no longer the case. Witness slips, now entirely electronic, are reset to zero each time a bill is scheduled to be heard in committee meaning, in many cases, witness slips previously filed are no longer part of the record. Going forward alerts will include a section of new bills when appropriate, and a section of older bills on which we are requesting that you refile your support or opposition. As always we will provide active links to the appropriate page. New Bills HB4507 Firearm Owners ID Records - PROPONENT Provides that ISP shall destroy records related to the dial up system for private sales within 31 days (with exceptions). HB5490 Crim Cd Firearm Waiting Period - OPPONENT Amends the waiting period to begin upon completion of payment Old Bills HB3269 Crim Cd Firearm Protect Order - OPPONENT House Amendment 2 expands prohibition on possession of a firearm by persons subject to an order of protection, to now include substantially similar orders issued by another state, possession, territory, and DC. Adds ammunition, stun guns and tasers. Removes requirement that a hearing at which the respondent has had an opportunity to participate first finds a credible threat HB3762 FOID 18 Years - PROPONENT Reduces FOID eligibility to age 18. HB4290 Certified Firearm Instructor - OPPONENT Establishes strict, one size fits all penalties for instructors who provide false training certification. HB4319 Firearm Concealed Carry Places - OPPONENT Adds places licensed under the Video Gaming Act as prohibited locations, including fraternal & veterans establishments, and truck stops, whether or not alcohol is served. Changes privilege to post a location as prohibited to any person lawfully in possession and control. Changes private residences to presumptively prohibited. HB4376 Crim Cd Firearm Transport - PROPONENT Provides that a current FOID holder can transport a firearm in a vehicle not subject to traditional transport requirements HB4377 Archery Equipment Transport - PROPONENT Provides that archery equipment may be transported in a vehicle not subject to traditional transport requirements HB4654 Firearm Reg Defines - PROPONENT Defines "regulation" as used in the FOID and FCCA for the purpose of preemption HB4712 Concealed Carry Preempt - PROPONENT Clarifies the legislative intent of accessory preemption under the FCCA HB5406 Crim Cd Explosives Prohibts - OPPONENT Prohibits possession of bomb making material, including gunpowder, smokeless powder, detonators and other detonating agent. herrmannd Posted March 3, 2014 at 06:58 PM Posted March 3, 2014 at 06:58 PM Filed on the two new ones.
mauserme Posted March 3, 2014 at 07:01 PM Author Posted March 3, 2014 at 07:01 PM Filed on the two new ones. Please take note of the fact that any past slips you filed no longer exist. These will need to be redone if you want your feelings to be known.
turningfinal Posted March 3, 2014 at 07:02 PM Posted March 3, 2014 at 07:02 PM Also filed on the 2 new ones. Should we re-file on the old bills or wait?
mauserme Posted March 3, 2014 at 07:04 PM Author Posted March 3, 2014 at 07:04 PM Also filed on the 2 new ones. Should we re-file on the old bills or wait? Yes, please refile now. Anything I provide a link to is scheduled to be heard or reheard in committee this week.
FortiCal Posted March 3, 2014 at 07:04 PM Posted March 3, 2014 at 07:04 PM On the older bill HB3269 there is more than one bill choice...is the position the same for original bill, and the two revised? Sent from my iPad using Tapatalk HD
RANDY Posted March 3, 2014 at 07:04 PM Posted March 3, 2014 at 07:04 PM Filed on the two new ones. Read Mauser's synapsis at the top. Witness slips no longer follow the bill, and we need to refile for every hearing. Thanks mauserme, I have filed and refiled all the required slips at this point.
mauserme Posted March 3, 2014 at 07:05 PM Author Posted March 3, 2014 at 07:05 PM On the older bills there are a few different sections like "original bill" "revised..." Is the position the same for all? Sent from my iPad using Tapatalk HD On HB3269 oppose the original bill and amendment 2. Or just oppose it all if that's easier.
FortiCal Posted March 3, 2014 at 07:09 PM Posted March 3, 2014 at 07:09 PM Thanks. Sent from my iPad using Tapatalk HD
Talonap Posted March 3, 2014 at 07:10 PM Posted March 3, 2014 at 07:10 PM I thought we could not file slips if a bill was not already in comittee. Are the Old billd being moved to a Different comittee to have us, "re-slipify"? Thanks.
herrmannd Posted March 3, 2014 at 07:16 PM Posted March 3, 2014 at 07:16 PM Got It! I did not know that. I will refile the older ones.
BillK Posted March 3, 2014 at 07:18 PM Posted March 3, 2014 at 07:18 PM This may be a dumb question but how do I login so I don't have to keep filling in my info?

Are the Old billd being moved to a Different comittee to have us, "re-slipify"? Thanks. Some of the bills listed above have had their hearings rescheduled once or twice. They're still in the same committee but, in a way, starting over.

Talonap Posted March 3, 2014 at 07:23 PM Posted March 3, 2014 at 07:23 PM "HB4712 Concealed Carry Preempt - PROPONENT Clarifies the legislative intent of accessory preemption under the FCCA" They need to do another one of these which includes the preemption for all FOID holders.

I agree, but this is what we have to work with at the moment.

John Q Public Posted March 3, 2014 at 07:38 PM Posted March 3, 2014 at 07:38 PM Was this just a ploy to make it more difficult for us to make our voices heard...? It sure seems that way.

2AFOREVER Posted March 3, 2014 at 07:57 PM Posted March 3, 2014 at 07:57 PM Done. Does anyone plan on going to the Executive Committee @ Tinley Park Convention Center tonight @6:00pm. I plan to attend. Has anyone ever gone to a committee meeting here before. I have gone in Springfield but not here before. Just wondering if we need to check in somewhere or what goes on. Thanks.

It isn't always easy to know why these changes are made, but let's resolve today that we will not burn out on filing these even if it means doing them every week through the end of session.
