Tvandermyde Posted October 2, 2013 at 10:14 PM Posted October 2, 2013 at 10:14 PM I have been told the proposed permanent rules have been filed with the Secretary of State for publication. Publication should occur sometime between the 11th and 18th. I am working on getting a copy of what was filed and hang on to your sox. This is going to be a time where we need to flood the ISP -- i.e. the Department with comment more to follow. . ..

RockerXX Posted October 2, 2013 at 10:22 PM Posted October 2, 2013 at 10:22 PM Based on the ISP track record thus far, the posting of the rules should be a crying/laughing moment, and possibly give people a headache...

Todd, I am assuming that since we have been told that we can begin training now, that any rules that are changed (from temporary to permanent) will not affect anything in a more restrictive manner. Or is that too much to hope for? I cannot imagine that the rules would suddenly change except insofar that they would allow more flexibility / options once that they have told us to begin training. Your thoughts? (I know you don't have a crystal ball...)
Bhawk99 Posted October 2, 2013 at 10:46 PM Posted October 2, 2013 at 10:46 PM Just let us know when and where to send/call our thaughts to the ISP

Len S Posted October 2, 2013 at 11:00 PM Posted October 2, 2013 at 11:00 PM Will these rules at least come with a dinner invitation ?

Your thoughts? (I know you don't have a crystal ball...) The minimums are reduced. 1) A 16 hour training course must, at a minimum, cover the following topics: A) Firearms Safety − a minimum of 1 hour; Basic Principles of Marksmanship − a minimum of 1 hour; C) Care, Cleaning, Loading and Unloading of a Concealable Firearm − a minimum of 1 hour; D) All Applicable State and Federal Laws Relating to the Ownership, Storage, Carry and Transportation of a Firearm − a minimum of 2 hours; and E) Weapons Handling − a minimum of 1 hour. 2) An 8 hour training course must, at a minimum, cover the following topics: A) All Applicable State and Federal Laws Relating to the Ownership, Storage, Carry and Transportation of a Firearm − a minimum of 2 hours; and Weapons Handling − a minimum of 1 hour. 3) The minimum hours established in this subsection (d) have been determined to be sufficient for the experienced shooter and shall be adjusted by the approved instructor based upon the skill level of those to be trained to ensure proficiency by all upon the completion of the required training component.

Jeff Johnson Posted October 3, 2013 at 12:43 AM Posted October 3, 2013 at 12:43 AM So 16 hours could be as little as 6, and 8 hours could be 3 for an experienced shooter? If so, then that's a lot more like it. But I don't trust them not to muck it up anyway.I really don't blame the ISP for most of the mess and confusion. I blame the idiot legislators that cobbled this law together in the final hour (including the sponsors) and made it so complicated and confusing when it could have been so much easier.
TyGuy Posted October 3, 2013 at 12:53 AM Posted October 3, 2013 at 12:53 AM I still take it that you have to have 16 hours total.

But I don't trust them not to muck it up anyway. You still need 8/16 hours total, they just lowered the minimums needed to spend on those specific subjects. So the instructor can teach other things in the 8/16 hours, not just the bare minimums. We won't get the total hours of training changed until we get the law changed. That's my understanding of it. Matt
