HB1711 passed on a vote of 94/14/8. This bill proposes to remove the power to be a conservator of the peace form mayor, aldermen, etc. We have been passively watching this one.

In the House yesterday, Amend 1 to HB831 was offered by Representative Cassidy as her hope for a carry bill in Illinois. With the loss on a vote of 31/76/6 she was informed that may issue carry is not to Illinois' taste.

 

Amend 2 to HB1711 was adopted and the bill moved to third reading, making us 2 steps closer to allowing only law enforcement to be conservators of the peace.

 

 

 

The big news today, of course, is the expectation of a House vote on HB997 Concealed Carry - Firearms.

 

In an effort to make things less confusing today I've removed bills from the list that seem unlikely to see action. I can add them quickly back to the list if the need arises.

 

I'll ask now that all participants stay focused on our task today. Hopefully reminders will not be necessary.

Creates the Family and Personal Protection Act. Provides that the Department of State Police shall issue a license to a person to: (1) carry a loaded or unloaded handgun on or about his or her person, concealed or otherwise; (2) keep or carry a loaded or unloaded handgun on or about his or her person when in a vehicle; and (3) keep a loaded or unloaded handgun openly or concealed in a vehicle. Prohibits the carrying of the handgun in certain locations. Provides that the license shall be issued by the Department of State Police within 30 days of receipt of a completed application and shall be valid throughout the State for a period of 5 years from the date of issuance. Provides for renewal of licenses. Establishes qualifications for licensees, certified firearms instructors, and instructor trainers. Provides for home rule preemption. Provides that the provisions of the Act are severable. Amends the Freedom of Information Act. Prohibits from inspection and copying information about applications for licenses to carry a handgun and about license holders contained in the database created by the Family and Personal Protection Act, except as authorized by that Act. Amends the State Finance Act and the Criminal Code of 2012 to make conforming changes. Effective immediately.

Provides that it is an affirmative defense to the offense of aggravated unlawful use of a weapon for not holding a currently valid Firearm Owner's Identification Card that the defendant has, prior to the commission of the offense, submitted a Firearm Owner's Identification Card renewal application to the Department of State Police and the defendant is otherwise eligible for a Firearm Owner's Identification Card.

 

 

Balanced Budget Note (Office of Management and Budget)

 

HB 2265 has a direct fiscal impact to the Illinois Department of Corrections. The total impact of HB 2265 would result in an increase of 3,860 inmates, with additional operating costs of $701,712,300 and construction costs of $263,130,300 over a ten year period.

On that same note, given that it might get crazy today, I would humbly second and or third the request to keep this thread clear and concise for those of us who might be stuck in meetings or other things, and can't watch or listen to the House. Updates, reps giving testimony, etc. would be an ideal "flow" of information.

I just called all twenty and a few are sent directly to voice mail (flowers gee what a surprise)

 

It is well worth the 20 or so minutes it took me as compared to the men and women that have lost blood and bounty to give us this right to fight for.

 

So are you all willing to go the extra mile and call all twenty? Did you make it to IGOLD?

 

I asked the women working the phones how busy the phones were this morning. Many told me that it is in fits and starts, but not bad. That's not great for us. I only got one busy signal when calling. That's the only way I can tell if the lines are overcapacity or not.

 

Let show them that we are not a one trick pony. We can do more than IGOLD's one day a year.

Phelps said he has worked compromise into his legislation, which was being drafted late tonight. Under his previous proposal, the state police would issue concealed carry licenses, but sheriffs could contest applications. Phelps said he also plans to give that option to Chicago city police. Phelps said he also plans to increase the fee for licenses from the $25 fee in his first iteration of the plan to $100 and call for $30 from each license to go to a special fund dedicated to repairing the state’s troubled FOID card system and ensuring that county mental health records are reported to the state police. He said training requirements would also be increased from four hours in the original bill to 10 hours and would include a live ammunition test. “We’re offering a lot of things,” he said. “This version of what we’re going to try to run tomorrow is a combination of about four bills that we have had in the time that I have been here.”

If this is accurate...

 

Not a fan of the training requirements being 10 hours AND live fire.

 

Guess I can live with the $100. Not as high as I thought it may go, but more than I was hoping.

 

If the CPD has the same option as the sheriff, Chicago still has SHALL issue, right?

 

Does anyone know if the part about those with out of state permits being allowed to carry in IL as residents for 1 year is still included?
