I have seen the number of witness slips help convince legislators to join as co-sponsors and also cause them to abandon ship when the opposition is very, very visible. It's another tool to show legislators where we stand on a bill. The number of slips are entered into the record of a bill and become a part of the history of the bill. Rarely does it cause a bill to pass/fail in committee because the majority leader stacks the committee for voting the way they want the vote to go.
