"MARTIAL LAW" training in Indianapolis

Under the guise of urban warfare training the 26th Expeditionary Unit an elite group of U.S. Marines will conduct a martial law training exercise at 26 “surrendered” locations in central Indiana from June 4th thru the 17th. While state officials and media are doing their best to assure the public that this military takeover of civilian property is somehow a good thing, ignoring the Posse Comitatus Act which fundamentally prohibits these types of exercises. These two weeks of training are also a contradiction of military tradition against deployments among the civilian population dating back to the end of the Civil War. Why then are the citizens of Indianapolis and six other Indiana towns being made to take part in two weeks of patrols and ambushes?

 

Local news station WTHR 6 reports, “That in the interest of national security the sights and sounds of war will be brought to Indianapolis.” Why do residents of Indianapolis need to learn the sights and sounds of war? Could it be a conditioning process? Considering that numerous urban training environments which exist within military bases in the U. S. and around the globe the explanation of “a need to train in realistic urban zones” is doubtful. More likely the real purpose is to condition the civilian population and military personnel to living under martial law. Too many this hypotheses may sound farfetched, that is until you realize the plans for martial law and the detention of U.S. citizens have already been made. (Sect. 1042 of the 2007 National Defense Authorization Act (NDAA), “Use of the Armed Forces in Major Public Emergencies,” gives the executive the power to invoke martial law.)

 

Most Americans are completely unaware of the Continuity of Government Commission created in the fall of 2002 to study and make recommendations for the continuity of government institutions after a catastrophic attack. This commission is made up primarily of professional lobbyists. The plans approved from this commission advocates a constitutional amendment calling for the appointment of individuals to the House of Representatives to fill the seats of dead or incapacitated members, a first in American history. I will say that again: our representative government will cease to exist as individuals to the House of Representatives will be appointed and not elected. An examination of the proposal reveals that it is both unnecessary and dangerous.

 

Out of the COGC came the National Security Presidential Directive NSPD 51. This directive establishes a comprehensive national policy on the continuity of federal government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of federal continuity policies. This policy establishes “National Essential Functions,” prescribes continuity requirements for all executive departments and agencies, and provides guidance for state, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.

 

Therefore it is not much of a leap to conclude that the true purpose of these exercises is to prepare and condition the population and the military to the prospects of martial law. In a San Francisco Chronicle article published this February former U.S. Congressman Dan Hamburg revealed that beginning in 1999, the government had entered into a series of single-bid contracts with Haliburton subsidiary Kellogg, Brown and Root (KBR) to build detention camps at undisclosed locations within the United States. The government has also contracted with several companies to build thousands of railcars; some reportedly equipped with shackles, ostensibly to transport detainees.

 

Rep. Henry Waxman (D-CA) has complained about these contracts, saying that more taxpayer dollars should not go to taxpayer-gouging Halliburton. “What kind of “new programs” requires the construction and refurbishment of detention facilities in nearly every state of the union with the capacity to house perhaps millions of people?” ask Lewis Seiler and Dan Hamburg.

 

Disturbingly since 9/11, and seemingly without the notice of most Americans, the federal government has assumed the authority to institute martial law, suspended Habeas Corpus, arrest anyone labeled a dissident (citizen and non-citizen alike), and detain people without legal or constitutional recourse.

 

It saddens this U.S. Army veteran to see our Armed Forces misused by those who have no respect for our nation’s laws or traditions.

Just some ponderings...

 

I presume this training is less about combat-related tactics and focuses more on how to deal with citizens under the new rules of engagement which would exist under martial law. Citizens no longer have rights of any kind, no Constitutional protections, etc. Having said that, the military has every right to take over your home and use it as headquarters. They have every right to imprison people indefinitely. There will no right to assemble. No free speech. Nothing. Personally, I believe this training includes more than a simple overview of how operations and methods will be drastically different under martial law.

 

The military won't be able to be successful and effective during martial law unless they can maintain absolute social order. They will only be able to do that by controlling citizens with an iron fist, allowing no one to question their authority. They will not compromise and will impose strong punishments for the rebellious as an object lesson to others. When opposition arises they will put it down in one way or another, even to the point of considering the opposition to be enemy combatants.

 

I could be wrong, but I believe that is the kind of training the soldiers are receiving. Why would they train for a martial law scenario and NOT teach these things? They have to be ready when it happens so they can quickly and effectively get society under control. They cannot afford to make mistakes in a martial law situation and that justifies their need for training now.

 

So where does that put citizens? The military is conditioning citizens according to this article, but notice there is no training involved for these average Americans. Just for discussion, I believe citizens will do one of two things.

 

Some citizens will continue to abide by the old way of doing things. They will obey every order, honor every curfew, etc.

Sure, they might try to break a few minor rules like hoarding food, but for the most part they will avoid trouble. They will not accept the Constitution has been thrown out the window or that their rights have been taken away, but that martial law is merely a temporary imposition needed so social order can be restored back to the way it was before. They will surrender their weapons fully expecting to get them back someday. They will be trusting and naive. They will still think of themselves as mostly free people and won't be able to admit they are truly slaves or subjects ruled by a cruel master. It is this kind of person the military wants all citizens to become during a time of martial law because they are the easiest to control. This kind of person needs no "martial law" training, for they just need to be silent and obey. However, not everyone will be so compliant.

 

There will be some citizens who become angry at the disposal of their Constitutional rights and will adamantly insist certain rights can never be taken away from them. They will challenge anyone who tries to tell them what they can and cannot do. Of course, some will be more aggressive than others, but they will all be defiant at some level. Some will be content to violate curfews while others actually carry out ambushes against soldiers. The more extreme will literally become anarchists because they will not accept the martial law form of government and will reject the administration which imposed it upon citizens. They will not only claim all rights they had before, but will also create some new ones for themselves. It is this kind of person the soldiers would fear and they are being trained right now (at our expense) in how to deal with them. Of course, some will end up in jail while others will be shot. In either case, they will serve as an example to the other citizens in order to keep them in line. There is very little chance these kinds of people would escape the attention of the military on a long-term basis, not without training anyway. And therein lies my point.

 

The military is currently training to be successful at keeping the citizens in line and controlling them during martial law. Yet, it would be seen as ridiculous if some people wanted to train or prepare now in preparation to resist that future martial law military force. In fact, some are preparing for it by buying up stockpiles of ammo and the Obamanites are having a fit about "fear mongering". Why is there a double-standard like this when the military can use tax dollars to seriously train for martial law but citizens are seen as crazy if they also try to prepare for it?
