  1. IANAL. (430 ILCS 65/3) (from Ch. 38, par. 83-3) from the last half of Section 3b: For transfers of a firearm, stun gun, or taser made on or after January 18, 2019 (the effective date of Public Act 100-1178), failure by the private seller to maintain the transfer records in accordance with this Section, or failure by a transferee pursuant to subsection a-10 of this Section to identify the federally licensed firearm dealer maintaining the transfer record, is a Class A misdemeanor for the first offense and a Class 4 felony for a second or subsequent offense occurring within 10 years of the first offense and the second offense was committed after conviction of the first offense. Whenever any person who has not previously been convicted of any violation of subsection (a-5), the court may grant supervision pursuant to and consistent with the limitations of Section 5-6-1 of the Unified Code of Corrections. A transferee or transferor shall not be criminally liable under this Section provided that he or she provides the Illinois State Police with the transfer records in accordance with procedures established by the Illinois State Police. The Illinois State Police shall establish, by rule, a standard form on its website.
  2. As a former board member and officer, I would disagree with that statement. But I would certainly agree that they have lost their way. Sucking up to a bad bill to keep "a seat at the table" is wrong thinking, not good policy nor good member relations.

I agree that it sounds that's what they're trying to do. the serial numbers of firearms that have been reported stolen are available for public access for individuals to ensure any firearms are not reported stolen prior to the sale or transfer of a firearm under this Section The changes to the face-to-face page have not provided a way to check the serial number prior to the sale, without creating an instance of a sales record.

  8. ISRA sued Madigan and ISP to prevent the release of the info. Someone at AP had to file the FIOA for the FOID info. John O'Connor stood at the back of the room at IGOLD that same year. We let him know over the loudspeaker that we knew he was there. (He was the one doing the filing and reporting on it.) But we didn't actually point him out to the people.

  16. If you go further back in time, it gets worse, more insulting: Use of a firearm to protect yourself or property is not recommended. Guns stolen from residences are a primary way of getting guns into the hands of criminals. Half of all the women that fire a gun trying to protect themselves shoot someone they do not want to, i.e. friend, neighbors, relatives, etc. Be aware of those times and places where there is a potential for attack and be prepared to defend yourself.   18. Well, close. The ISP recommended that a woman could gag herself and vomit to make herself a less desirable victim. I think it was Molly B herself who came up with the tongue depressor idea, and we used to make up tongue depressors with labels containing the ISP's advice. And IllinoisCarry and others were in communication with firearms photographer Oleg Volk, who volunteered the above meme for the benefit of the people of Illinois. The ISP also recommended a rat-tail comb as a defensive weapon and had some poopoo talk about how it was bad to carry a firearm. A copy of the offending ISP webpage was saved somewhere, and maybe it's on the wayback machine as well. I'll have to look around. It's good to periodically see how far we've come.

If we're talking about the SCOTUS case, remember how Chicago reacted to the McDonald ruling, with reopening the required registration as well as requiring a Chicago Firearms License, only available after training including live fire, while civilian ranges were banned in the city, giving us Ezell v Chicago.
