Did not know that! Called ISP and it was because the NRA credentials I sent them with application have an expiration date and I renewed before they expired but did not up date with ISP. Never occurred to me that they would just revoke without checking. 	<span style="color:#000000;">The FOID Modernization Act signed into law in 2021 and the Firearm/Magazine/Parts ban signed into law in 2023 created a lot of changes in IL FOID and Concealed Carry Law.  Our curriculum has now been updated to include all changes in the law since CLIC 4.0 and we are ready to take orders.<br />

	</p>

	<p style="margin-bottom:0in;">
		(a) Except as provided in subsection (c), it is unlawful for any person to store or leave, within premises under his or her control, a firearm if the person knows or has reason to believe that<u> <b>a minor under the age of 18<span>  </span>years</b> <b>who does not have a Firearm Owners Identification Card</b> is likely to gain access to the firearm without the lawful permission of the minor's parent, guardian, or person having charge of the firearm, unless the firearm is:</u>
	</p>

	<p style="margin-top:0in;margin-right:0in;margin-bottom:0in;margin-left:0.5in;">
		<u>(1) secured by a device or mechanism, other than the firearm safety, designed to render a firearm temporarily inoperable; or</u>
	</p>

	<p style="margin-bottom:0in;text-indent:0.5in;">
		<u>(2) placed in a securely locked box or container. </u>
	</p>

	<p style="margin-bottom:0in;">
		<u>(c) Subsection (a) does not apply:</u>
	</p>

	<p style="margin-top:0in;margin-right:0in;margin-bottom:0in;margin-left:0.5in;text-indent:3pt;">
		<u>(1) if the minor <b>under 18 years of age</b> gains access to a firearm and uses it in a lawful act of self-defense or defense of another; or</u>
	</p>

	<p style="margin-top:0in;margin-right:0in;margin-bottom:0in;margin-left:0.5in;">
		<u>(2) to any firearm obtained by a minor <b>under the age of 18</b> because of an unlawful entry of the premises by the minor or another person. <span style="text-decoration:none;"> </span></u>Section 999. Effective date. This Act takes effect January 1, 2026.
	</p>

	<p align="center" style="text-align:center;">
		<b><span style="font-size:18pt;line-height:115%;">Other 2026 changes in firearm laws:</span></b>
	</p>

	<p style="margin-bottom:0in;">
		(720 ILCS 5/24-4.1)
	</p>

	<p style="margin-bottom:0in;">
		Sec. 24-4.1. Report of lost or stolen firearms.
	</p>

	<p>
		(a) If a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a firearm thereafter loses the firearm, or if the firearm is stolen from the person, the person must report the loss or theft<u> of any</u> <u>such firearm to the local law enforcement agency within <b>48 hours</b> after obtaining knowledge of the loss or theft. The</u> <u>report shall include:</u>
	</p>

	<p style="text-indent:0.5in;">
		<u>(1) the date the firearm was lost or stolen;</u>
	</p>

	<p style="margin-left:0.5in;">
		<u>(2) the exact location where the firearm was lost or stolen or, if the exact location is not known, the last known location of the firearm;</u>
	</p>

	<p style="text-indent:0.5in;">
		<u>(3) the caliber, make, model, and serial number of the firearm;</u>
	</p>

	<p style="text-indent:0.5in;">
		<u>(4) a description of the circumstances under which the firearm was lost or stolen; and</u>
	</p>

	<p style="margin-left:0.5in;">
		<u>(5) the Firearm Owner's Identification Card number of the person making the report, if applicable.</u>
	</p>

	<p>
		<u>(e) A prosecution for an offense under this Section may be commenced within 3 years after the discovery by law enforcement or prosecution of the failure to report the theft or loss of a firearm as required under subsection (a).</u> 
	</p>

	<p>
		<u>(430 ILCS 65/7.10 new)</u>
	</p>

	<p>
		<u>Sec. 7.10. Notice of obligation to report lost or stolen firearm. Upon the issuance and each renewal of a Firearm Identification Card, the Illinois State Police shall advise the applicant or holder in writing, in both English and Spanish, of his or her obligation to report to local law enforcement any lost or stolen firearm within 48 hours after he or she first discovers the loss or theft. A person is deemed to have discovered that a firearm was lost or stolen only when the person has received evidence indicating that a loss or theft has occurred.</u>
	</p>

	<p style="margin-bottom:0in;">
		<u>(430 ILCS 65/8) (from Ch. 38, par. 83-8)</u>
	</p>

	<p style="margin-bottom:0in;">
		<u>Sec. 8. Grounds for denial and revocation.</u>
	</p>

	<p>
		<u>Or (v) A person who fails 2 or more times to report a loss or theft of a firearm within 48 hours of the discovery of such loss or theft to local law enforcement as required under subsection (a) of Section 24-4.1 of the Criminal Code of 2012.</u>
	</p>

	<p>
		<u>(720 ILCS 5/24-3B)</u>
	</p>

	<p>
		<u>Sec. 24-3B. Firearms trafficking.</u>
	</p>

	<p style="text-indent:-0.25in;">
		<span><span>(a)<span style="font:7pt 'Times New Roman';">    </span></span></span><u>A person commits firearms trafficking when he or she has not been issued a currently valid Firearm Owner's Identification Card and knowingly:</u>
	</p>

	<p>
		<u>(3) brings, or causes to be brought, into this State,</u> <u>in a vehicle on an expressway in this State, more than one firearm prohibited from possession by Section 24-1.9, per occupants of the vehicle.</u>
	</p>

	<p>
		(430 ILCS 65/3) (from Ch. 38, par. 83-3)
	</p>

	<p>
		Sec. 3. (a-5) (a-5) Any person who is not a federally licensed firearm dealer and who desires to transfer or sell a firearm while that person is on the grounds of a gun show must, before selling or the firearm, request the Illinois State Police to conduct a background check on the prospective recipient of the firearm in accordance with Section 3.1 and <b><u>beginning January</u> <u>1, 2027</u></b><u>, the person who is not a federally licensed firearm</u> <u>dealer shall check the Illinois State Police Internet-based</u> <u>system upon which the serial numbers of firearms that have</u> <u>been reported stolen are available for public access for</u> <u>prior to the sale or transfer of a firearm under subsection</u> <u>{a-25} of this Section. New firearms shipped directly from the</u> <u>manufacturer are exempt from this provision</u>.
	</p>

	<p>

IL concealed carry license holders may present their CCL instead of their FOID when<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;"> purchasing firearms or ammunition:</span></span></span></span>3.

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 65/3) (from Ch. 38, par. 83-3) </span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">Sec. 3. (a) Except as provided in Section 3a, no person may knowingly transfer, or cause to be transferred, any firearm, firearm ammunition, stun gun, or taser to any person within this State unless the transferee with whom he deals displays either: (1) a currently valid Firearm Owner's Identification Card which has previously been issued in his or her name by the Department of State Police under the provisions of this Act; or (2) a currently valid license to carry a concealed firearm which has previously been issued in his or her name by the Department of State Police under the Firearm Concealed Carry Act. In addition, all firearm, stun gun, and taser transfers by federally licensed firearm dealers are subject to Section 3.1.</span></span>
	</p>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">3. Requirement to Validate Buyer's FOID card for Person to Person Firearm Transfers:</span></span>
	</p>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 65/3) (a-10)</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">Any person who is not a federally licensed firearm dealer and who desires to transfer or sell a firearm or firearms to any person who is not a federally licensed firearm dealer shall, before selling or transferring the firearms, contact the Department of State Police with the transferee's or purchaser's Firearm Owner's Identification Card number to determine the validity of the transferee's or purchaser's Firearm Owner's Identification Card. This subsection shall not be effective until January 1, 2014. The Department of State Police may adopt rules concerning the implementation of this subsection. The Department of State Police shall provide the seller or transferor an approval number if the purchaser's Firearm Owner's Identification Card is valid. Approvals issued by the Department for the purchase of a firearm pursuant to this subsection are valid for 30 days from the date of issue. 		4. Persons under the age of 21 may obtain a FOID card without parental consent if they are active duty military service member:

		Sec. 4. Application for Firearm Owner's Identification Cards.(i-5) This subparagraph (i-5) applies on and

He or she is 21 years of age or over, or if he or she is under 21 years of age that he or she has never been convicted of a misdemeanor other than a traffic offense or adjudged delinquent and is an active duty member of the United States Armed Forces or has the written consent of his or her parent or legal guardian to possess and acquire firearms and firearm ammunition, provided, however, that such parent or legal guardian is not an individual prohibited from having a Firearm Owner's Identification Card and files an affidavit with the Department as prescribed by the Department stating that he or she is not an individual prohibited from having a Card or the active duty member of the United States Armed Forces under 21 years of age annually submits proof to the Department of State Police, in a manner prescribed by the Department;
	</p>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">Renewal applications shall be approved or denied within 60 business days, provided the applicant submitted his or her renewal application prior to the expiration of his or her Firearm Owner's Identification Card. If a renewal application has been submitted prior to the expiration date of the applicant's Firearm Owner's Identification Card, the Firearm Owner's Identification Card shall remain valid while the Department processes the application, unless the person is subject to or becomes subject to revocation under this Act. </span></span>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">1. Duty to inform if asked by law enforcement includes passengers:8<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 66/10) (h)</span></span></span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">The disclosure requirement under this subsection (h) is satisfied if the licensee presents his or her license to the officer or the non-resident presents to the officer evidence under paragraph (2) of subsection (e) of Section 40 of this Act that he or she is qualified to carry under that subsection. </span></span>
	</p>

	<p style="margin-left:0.5in;">
		 
	</p>

	<p>
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">2.</span></span><span style="font-family:'times new roman', serif;"><span style="font-size:12pt;"> Law enforcement or emergency personnel may secure the license holder’s firearm: </span></span>
	</p>

	<p>
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 66/10) (h-1) </span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">If a licensee carrying a firearm or a non-resident carrying a firearm in a vehicle under subsection (e) of Section 40 of this Act is contacted by a law enforcement officer or emergency services personnel, the law enforcement officer or emergency services personnel may secure the firearm or direct that it be secured during the duration of the contact if the law enforcement officer or emergency services personnel determines that it is necessary for the safety of any person present, including the law enforcement officer or emergency services personnel. The licensee or nonresident shall submit to the order to secure the firearm. When the law enforcement officer or emergency services personnel have determined that the licensee or non-resident is not a threat to the safety of any person present, including the law enforcement officer or emergency services personnel, and if the licensee or non-resident is physically and mentally capable of possessing the firearm, the law enforcement officer or emergency services personnel shall return the firearm to the licensee or non-resident before releasing him or her from the scene and breaking contact. If the licensee or non-resident is transported for treatment to another location, the firearm shall be turned over to any peace officer. The peace officer shall provide a receipt which includes the make, model, caliber, and serial number of the firearm.</span></span>
	</p>

	<p>
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">3. Requirement to submit a notarized statement with change of address/name or lost/destroyed/stolen license amended to ‘may require’:</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 66/55)</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">Sec. 55. Change of address or name; lost, destroyed, or stolen licenses.<br />
		The Department may require a notarized statement that the licensee has changed his or her residence or his or her name, including the prior and current address or name and the date the applicant moved or changed his or her name</span></span>
	</p>

	<p style="margin-left:0.5in;">
		 
	</p>

	<p>
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">4. It is not necessary to unload a concealed carry firearm prior to storing in the trunk while parked in a prohibited parking lot area.</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 66/65) (b]</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">A licensee may carry a concealed firearm in the immediate area surrounding his or her vehicle within a prohibited parking lot area only for the limited purpose of storing or retrieving a firearm within the vehicle's trunk.</span></span>
	</p>

	<p style="margin-left:0.5in;">
		 
	</p>

	<p>
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">5. Penalty for firearm instructors who falsify CCL training certificates.</span></span>
	</p>

	<p style="margin-left:0.25in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(430 ILCS 66/70) Sec. 70. Violations. </span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(i) A certified firearms instructor who knowingly provides or offers to provide a false certification that an applicant has completed firearms training as required under this Act is guilty of a Class A misdemeanor. A person guilty of a violation of this subsection (i) is not eligible for court supervision. The Department shall permanently revoke the firearms instructor certification of a person convicted under this subsection (i).</span></span>

		<strong><span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">Criminal Code</span></span></strong>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">1. The waiting period to purchase firearms will change from 72 hrs. for handguns and 24 hrs. for long guns to 72 hrs. for all firearms effective 1-1-2019.</span></span>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(720 ILCS 5/24-3) (from Ch. 38, par. 24-3)</span></span>
	</p>

	<p style="margin-left:0.5in;">
		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">(g) Delivers any firearm, incidental to a sale, without withholding delivery of the firearm for at least 72 hours after application for its purchase has been made, or delivers a stun gun or taser, incidental to a sale, without withholding delivery of the stun gun or taser for at least 24 hours after application for its purchase has been made.</span></span>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">2. 720 ILCS 5/24-1 Criminal Code of 2012. Provides an exemption from the prohibition on sale, manufacture, purchase, possession, or carrying of a switchblade knife to a person who possesses a currently valid Firearm Owner's Identification Card previously issued in his or her name by the Department of State Police or to a person or an entity engaged in the business of selling or manufacturing switchblade knives.</span></span>

		<span style="font-family:'times new roman', serif;"><span style="font-size:12pt;">3. Requirement to Report Lost or Stolen Firearms(720 ILCS 5/24-4.1 new) Sec. 24-4.1. Report of lost or stolen firearms. (a) If a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a firearm thereafter loses the firearm, or if the firearm is stolen from the person, the person must report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft.</span></span><br />

	I am looking for a clear answer on who can perform a qualification for retired LEOSA officers.

	I spoke to IROCC and was basically told their instructors had the ILETSB instructor certification.

	I spoke to ISP about a Illinois certified firearms instructor and LEOSA no clear information, only they don’t do LEOSA certs.
</p>

	I see the state MTUs usually have a link to IROCC.
</p>

<p>
	IROCC states they are a non-profit organization, under the directions of ILETSB.
</p>

<p>
	SO I guess my long-winded question is what instructor certification, ILETSB, NRA, IL CCL, (Federal Government CRO/RSO), is needed to conduct a range qualification for a retired LEOSA both state and Federal? <span> </span><span> </span>

	It bears mention that GAT Guns in East Dundee has an official policy to comp Introductory-type firearms classes to any politician or recognized journalist.
</p>

<p>
	We, as Excel Training, are part of that and we have indeed had a good number of both kinds of participants go through our Introduction to Handguns Class.  This includes some private lessons as well.  
</p>

<p>
	We recall a few years ago having a columnist from a well-known national monthly come for a private- too apprehensive for being in a public class- and we wound up very nearly creating a firearms enthusiast.  Quite a few more rounds went downrange in GAT's excellent training range that one would have expected.
</p>

<p>
	The process would be to have the politician or journalist contact GAT management, preferably the General Manager, and ask to be included as a comped student.
</p>

<p>
	The goal is to give these people a more accurate, real-life exposure to firearms.

	I was trying to search on here for a solid answer as to how to become a CCL instructor and there does not seem to be a clear answer given. I know that finger prints have to be done at a livescan approved place which is fine but as far as what courses would actually qualify for the ISP is very confusing honestly. I tried to look at the approved curriculum and none of it makes sense to me.

	I have called different training places and some are telling me only an 8 hour course is enough, some say 16 hours, i called Range at 355 today and they told me 36 hours is needed. I am being told everything from i can just take a NRA basic pistol course to become an instructor in illinois and some are telling me packages that are 36 hours and $1,500.

My goal is to give some education on firearms safety, functionality, and awareness concerning the dangers of illegal guns and misuse. I may even enlist the help of our local SA's office and a medical professional who've seen firearms injuries. This will be a free seminar.

	EDWARDSVILLE – A class action lawsuit has been filed against a Shipman woman who pleaded guilty to providing inadequate concealed carry classes for several hundred people.

	The suit, filed Feb. 9 by attorney Thomas Magg on behalf of Madison County resident Lucinda Klotz, claims Terry Lumma, 61, of Shipman, offered more than 200 people interested in obtaining an Illinois concealed carry permit classes that did not meet state standards, and that the certificates issued were false.
