Well, since Illinois residents (allegedly) vote these people in office I suppose a good debater could make a case that there is ample evidence that a large percentage of Illinois residents are clearly not mentally competent so Illinois needs the FOID card to make sure none of those mentally incompetent people get their hands on firearms... Seems logical....
