This is what you get when the people writing the laws make sure that they do not write any penalties for non compliance on their part but penalties for non compliance on your part.
Illinois is a one party state without the benefit of the checks and balances of a two party system of government. Just look how great that type of government is working out for California.
Shoulda written in a provision for a full refund of all fees (plus prints) if they were non compliant.
Shouldn’t be giving them any ideas here!
Know you mean a FREE refund, but they might see it as a way to really mess with us!
You pay and submit everything.
They go past the allotted time frame.
They say Opps we have to refund the moneys along with our sincere apologies.
They also stop the process of the licenses and say if you wish to reapply you may and they will try to get it better next time!
A endless loop of slow movement and refunds.......
I'd say that the refund should be essentially a fine against the State for non-compliance. As it, they fail to fulfill issuing the license in the allotted time, the applicant is STILL granted the license, all fees and costs refunded, with interest as if the money had been put into a bond issued by the state, and the money deducted from the pool of funds used to pay the salaries of the individuals responsible for processing the licensing documents and applications.
How much you wanna bet that after a few thousand of those deductions, where paychecks start to get dramatically smaller, that the process to issue the licenses suddenly gets much more timely and effective?
