Post http://illinoiscarry...topic=54547&hl=shows a selected Best Answer. I dont recall seeing this elsewhere nor do I see the option to select a best response to any thread posts I have started. How does this work?

How is a BEST ANSWER selected for a post?

As far as I can tell that feature is enabled only for the Illinois Carry Licensing Process Forum. I think that was probably done by mistake at some point.
Depending on the permissions set, the topic starter, moderators and admins are allowed to mark a post as the "best answer".
In the topic you're looking at I'm guessing there were some "reported" posts as several were removed along the way. Enabling the "best answer" feature adds a "mark solved" option for moderators on each post. It would be natural to click that as a way to turn of the moderator report signal when posts have been reported. Unfortunately, "mark solved" actually marks a post as the "best answer" instead.
As I said, I'm sure it was done in error so I turned off the "best answer" indicator on that post.
