? on Handguns for 18 to 20 year olds

Sorry if this is the wrong section Mods please move it at your discretion.

 

I am having trouble finding out if it is legal in Illinois for an 18 Year old with a FOID is allowed to:

 

A ) Have a handgun transfered to them by a private citizen ( Not a FFL, I realize that is a no no).

 

B ) Take said firearm to the range by themselves without a person over 21accompanying them.

 

Yes I have been to ISP website, which does not seem to specify for the above questions. I have also spoken to two different lawyers one who said "NO" the other said "Yes" if they had a note from one of their parents who also possessed a FOID. Leaving me very confused.

 

I am looking for the actual state law link or reference on a state.gov website if at all possible.

Edited to clarify that I am concerned about state law not federal.

Its legal under federal law, it might be illegal under IL law...

 

 

Source: Family member was legally passed down a ruger .22 from my grandpa at age 18 a few years ago.

 

Validation: Lawyer and a District Attorney(family friend) said it was ok, this was not IL.

That is true AFIK but , he does not have to buy ammo, his parent can buy the ammo and besides that he has at least 2 .22 rifles that he buys ammor for, so ammo is not the issue. Normally when he goes to the range he takes his rifle anyway.

I'm sorry, I did not make it clear enough. I am interested in state law not federal.

Under federal law he is OK, cannot purchase from a FFL dealer but can from a private party/gift/transfer.

In Illinois, with FOID

 

18 and up CAN possess a handgun

18 and up CAN purchase a handgun from a private seller (but not a dealer)

18 and up CAN lawfully transport a handgun off their own private property following regular transport rules.

18 and up CAN possess handgun ammunition, however you must be 21 to purchase handgun ammunition

Law does not contain any restrictions on ranges. Never heard of it, but ranges may have their own policies regarding person under 21

 

Relevant sections below

 

Sec. 24-3. Unlawful sale or delivery of firearms.

(A) A person commits the offense of unlawful sale or delivery of firearms when he or she knowingly does any of the following:

(a) Sells or gives any firearm of a size which may be concealed upon the person to any person under 18 years of age.

 

 

Sec. 24-3.1. Unlawful possession of firearms and firearm ammunition.

(a) A person commits the offense of unlawful possession of firearms or firearm ammunition when:

(1) He is under 18 years of age and has in his possession any firearm of a size which may be concealed upon the person; or

 

 

 

HOWEVER a person under 21 may NOT possess ANY firearm(or ammunition) if that person has been convicted of any misdemeanor offense other than a traffic violation. Didn't quote it, but the relevant statute stating the prohibition are sub-paragraphs to the above quoted sections.

Whenever I buy pistol ammo at Walmart the little "Check if 21" or whatever thing pops up on the screen.
