Regardless if the court stays the imposition of their ruling for six months or six years or even six minutes for that matter, I believe that we were all put on notice that the law is unconstitutional and has therefore been invalid since its inception.” While Aud has made it clear he will not prosecute anyone violating the current concealed carry ban, he also wants gun owners to know they must comply with a number of conditions before carrying a concealed firearm.The conditions include: The individual must be issued a valid Firearm Owner’s Identification (F.O.I.D.) card or if not an Illinois resident, a valid concealed carry permit from a state that performs a background check before issuance of the permit; they must be carrying the firearm for self-defense; must not be prohibited from possession of a firearm under another statute or court order; must keep the firearm concealed on their person or in their vehicle, not visible to the public; must not be engaged in any criminal conduct; must be in compliance with all other federal, state and local laws and ordinances; and must, when asked, inform law enforcement officers of the firearm when in contact with a policeman in the course of their duties. Please forgive if I've posted an old topic.... this is my back yard so I'm happy that someone else close finally said it. Edwards is next door but it's been quite some time since the SA there said anything. I'm still working on Wayne County here but our SA is having medical complications from surgery apparently and SA Valentine from Edwards has been spotted as a special prosecutor lately. It's not like all the other States actually require significant training to get a permit, typical silliness on an otherwise good stance...

Chicago almost considers itself apart from the rest of the mid west in its attitude. Afterall, what do those dumb downstate hicks know? We know better we're from Chicago!

The out of state background check is for out of state residents because they don't have to have a FOID card and, therefore, do not go through the Illinois background check.

I see that now, but still find it flawed... To deny individuals from States that do not have a 'background' check is IMO not right either, it would be better stated just like it is for possession of a firearm by an out of State resident, meaning they need only be able to legally concealed carry in their Home State to carry under said provision...

I still believe requiring out of State residents that don't need a background checks in their resident State to get one if they want to carry in IL to be flawed... I fully endorse national reciprocity with only the requirements of your resident state, or even with a non-resident card from another state, or better yet a Federal shall issue permit good in all 50 states and US territories/protectorates... The fact that US citizens Rights change at a State line is simply flawed...
