Last Friday the House passed SB2193 Firearm Concealed Carry Act on an 85/30/1 bipartisan vote. Since this bill was amended in the House, it wil be sent back to the Senate for concurrence, though it does not appear this has happened yet.

 

HB820, currently the only bill I am listing in the House post, is at 2nd reading but is a shell bill with no amendments filed to date (meaning it is unlikely there would be any movement right now).

 

 

 

The House is scheduled 5/26/2013 at 3:00 PM and 5/27/2013 at 12:00 Noon

 

The Senate is not in session 5/26/2013 and is scheduled to meet 5/27/2013 at 4:00 PM.

 

Because of Memorial Day festivities I wll likely not be available for either of these days, or sporadically at best.

It's worse than you think. I had PM and changed it when posting that at 12:24 in the morning.

 

Ty, I don't know if you noticed but I won't be around today or tomorrow. If you (or anyone) could attach a copy of tomorrow's House and Senate calendars somewhere in this thread that would be very helpful.

I already attached the House calendar for today - it's those for tomorrow I'm concerned about since they are taken down from the ILGA site at the end of each day.

 

House calendars are posted on the ILGA site a couple minutes after midnight, and Senate calendars a couple minutes after 7 AM (yep, I really do mean AM this time). So anytime tomorrow morning/afternoon is OK - before noon for the House if you can.

Today looks the be pretty quiet on gun issues so unless somebody gets really talkative this thread should stay on the short side and you might not need a separate one.

Madigan should only use today's House session to announce that the House is adjourning until after June 9. Then Cullerton can either call a vote on 2193 tomorrow or choose to send a revised Raoul bill to an empty House.

I thought the only thing the Senate could do regarding SB2193 is to ignore it or call it for a vote of "Yes or No".

 

Yet on Foxnews.com the following statement was put out:

 

"Monday, Senate Democrats will discuss their [the Senate's - ed.] proposal. Cullerton said he's willing to forgo its requirement for a special "endorsement" & "extra fee"; for qualified gun owners to carry in Chicago. The Senate could act on the House plan after stripping it of the distasteful provisions overruling local laws."

 

I don't know what to make of this. I don't know what they mean when they state: "stripping it of the distasteful provisions. . . . " As to the Senate's "proposal", are they indicating they are going to make changes Kwame's bill & vote on that instead?

You are correct that they can only vote on SB2193, but they can do the following:

 

Take a senate shell bill on 3rd reading back to 2nd reading

 

Write and adopt a floor amendment to said shell bell on 2nd reading

 

Move amended shell bill back to 3rd reading

 

Vote on and pass amended shell bill

 

They can do this all in the SAME day.

Really don't like this part of HB 820 - the stupid "Melting Point" thing is still there. (h) While holding any license as a dealer, importer, 5 manufacturer or pawnbroker under the federal Gun Control 6 Act of 1968, manufactures, sells or delivers to any 7 unlicensed person a handgun having a barrel, slide, frame 8 or receiver which is a die casting of zinc alloy or any 9 other nonhomogeneous metal which will melt or deform at a 10 temperature of less than 800 degrees Fahrenheit.

This part of the thing is already in effect. I was hoping it would also be eliminated with the new Preemption. But if they are still including it in this "technical change" bill, perhaps not...

Wouldn't the zinc alloy wording allow some 22LR pistols? I think the GSG/Sig 1911 and the new Walther PPKs are zinc alloy.

I am sorry but this is just ridiculous.... I know we are a free country and folks get to vote for anyone they want but they shouldn't be able to seat an idiot in the legislature....
