Is Cullerton FORCED to take a concurrence vote if SB2193 passes the House?  Could he just sit on it.  Wait for FOID carry and go the home rule route?

It would be interesting to find out why 997 is no longer an option.
Forgive my skepticism, and my inability to accept silence as a response but it's no more acceptable than "because we said so." Those only work for an 8 year old. And please note, this bill solidifies my prediction (the red text in my signature.

Yes. I'm predicting that Chicago/Cook county will be sold out in order to get "shall issue".

TFC, not sure why anyone is saying that... the language of 997 seemz like it could be sold as a compromise bill considering the choices available at the moment.

Madigan has taken 997 off the table.  He will not allow it to come to the floor for another vote.  The bills have been narrowed down to Kwame Raoul's may-issue/home rule bill and Phelps shall-issue/statewide preemption on all gun laws bill.  No cliff. One bill or the other.

I really don't know what is so hard about this to understand.  We can gripe and complain about it all we want, but it will not change the facts.  We have to continue fighting on all the fronts and make it better.  Thanks, Molly, for keeping your coo and being patientl! :)

So since it passed the Senate already, once it passes the house it has to go back to the Senate to just sign off on the House Amendments then? Then off to Quinn?

I think this is a ploy by Madigan to get his pension bill passed.  They including Cullerton push through his pension bill and he relents on CCW. Oh the gamesmanship being played .
I said a couple weeks ago , things would all come down to the wire in Springfield and it would be the show of shows . Remember all the world is a stage and we are merely players .

I cannot fathom why, other than the mass transit thing.  I have spoken to several key figures in Illinois judicial history who live in Chicago.  They are ecstatic about this bill.

Molly's right.  

And the thing is, the issue of concealed carry is, if not actually a side issue to Madigan, at this point it is more of a vehicle allowing Madigan to display good old fashioned political muscle. I don't think Madigan has much personal committment to any version of a concealed carry bill.  Instead, if Lisa is running, as everyone seems to think, theres no better way to let everyone know who has the power than to pull votes from the preferred bill (HB997), then crush a bill in the other chamber, (Kwame), then re-write a major piece of this hotly contested legislation over night, smother dissent from the original drafters, then guarantee 80+ votes, a total which must include a number of representatives who would rather slam their fingers in a drawer than vote in favor of the bill.  On top of that, he is essentially guaranteeing a veto proof vote in the Senate.  

The last few days have been an historic display of political power.  A civics lesson viewed up close, if you will.

Jim, I don't believe it has been voted on and passed in the Senate as you say....  In order to become law... House. Senate... then Quinn... If Quinn vetoes... then back to the House and Senate for override vote.... then law.

Its not just Chicago, its all 6 of the northeast counties that have been sold out and it is the mass transit thing.  Without the mass transit thing those of us in the 6 counties that ride Metra/Pace/CTA to and from work can not carry Monday to Friday other then if we go out in the evening.  For those that don't own cars and depend on the RTA (like a coworker of mine) he can't go anywhere while carrying.
