I believe it more likely means they don't check their e-mail, thus don't care what we think. If they cared, their email would be read thus their mailbox wouldnt be full.

Has reliably been Pro 2nd amendment and has reliably returned my emails. Realize he could have just not been diligent in his house keeping but never got that error message before. Was hoping it meant we were swamping him with emails.

The problem with taxpayers is that they want all sorts of different and complicated things like integrity, accountability, transparency... you never know how they're going to vote.
