He was not only fined for the gun but also the ammo in his possession had he fired all his ammo on the dog he they would not have found any ammo in his possession.

You won't get that back.If Moore case gets appealed to SCOTUS aka USSC they will likely rule against complete ban against a complete ban on carry which would instantly impact the carry ban in DC and exercising lawfully open carrying does not give PC to confirm whether a gun is registered or not.
