Illinois is faced with a court-ordered timetable for passing concealed carry legislation by June 9th of this year. If we don’t, “constitutional carry” automatically goes into effect. That means concealed-carry with no rules. Should that happen, hundreds of mayors and city councils would be charged with adopting their own set of concealed carry laws. Senate Democrats and stakeholders have been working diligently to come to an equitable agreement on a statewide policy on this issue prior to the June 9th deadline.

For a number of years, downstate Senators have introduced concealed carry legislation, which has failed to gain enough momentum for passage. The court ordered timetable has finally afforded concealed carry legislation a significant amount of consideration in both chambers.

A new concealed-carry proposal has just been introduced in the Senate. The bill would allow an Illinois resident who meets a list of qualifications to obtain a concealed-carry license from the Illinois State Police, good everywhere in the state except for Chicago.

To carry in Chicago, a concealed-carry license holder would need to obtain an “endorsement” from the Chicago Police Superintendent. The bill contains a list of places where concealed-carry would be prohibited (such as schools, government buildings, and wherever liquor is served), and it strengthens the reporting of mental health reporting information, so unfit persons cannot obtain a concealed-carry license or FOID card.

The bill’s sponsor, Sen. Kwame Raoul, worked carefully on this proposal to take into account the geographic and demographic divide in Illinois and address the need for more timely and effective reporting of mental health matters.

I think he's saying that it's not right that employees inside the fortress that is the State House, with its carry prohibition, metal detectors and security, get more "protection" than people on the streets back home. The same backwards mentality that "guns in the hands of law abiding citizens makes life more dangerous for everyone, so lets at least protect the districts that aren't nuts for wanting concealed carry of firearms!" :frantics:

There has be only a small # and they include Phelps. The rest of the chicago machine has been doing nothing by playing games and making a mockery of the courts!
