SA 1 to SB1002 has been assigned to the Executive committee.

 

SA 2 to SB1002 - Creates the Illinois Public Safety Act ( a magazine ban)

 

 

SA 3 to HB183 has been filed and assigned to Assignments (and subsequently approved for consideration).

 

 

 

 

 

The House stands adjourned until 5/20/2013 @ 2:00 PM.

Yesterday in Senate committee, Senate Amendment 1 to HB183 Gun Safety and Responsibility Act was approved for consideration and Senate Amendment 2 was filed. The former proposes to create the Gun Safety and Responsibility Act, a panoply of gun control measures the sponsor hopes will satisfy the 7th Circuit Court ruling requiring a means of defensive carry, while the latter preempts home rule after a 90 day period of no preemption. We oppose all.

 

With the addition of this bill to our watch list I am removing HB848 but will continue to monitor it in the background.

 

 

In floor action, the Senate passed HB1652 Wildlife Tech (Use of Drones) as amended. The bill will return to the House for concurrence.

 

The House passed SB1831 Wildlife Permission Designee and, having passed both bodies, it will now be sent to the governor.

 

 

 

 

 

The House is scheduled for 9:30 AM today and the Senate for 10:00 AM..

Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for unlawful use or possession of a weapon by felons, aggravated discharge of a firearm, being an armed habitual criminal, defacing identification marks of firearms, unlawful possession of a firearm by a street gang member, or certain unlawful sale or delivery of firearms violations shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. SA2 oHB183. I don't see any senate committee's scheduled tomorrow. Can a pending amendment on a bill be ignored or will they do an in the opinion if the speaker the no's have it(since it is preemption).

 

I'm guessing they don't want it adopted as it is preemptive and would require supermajority.

Yeah they blow off amendments all of the time...in the House. dunno about the Senate. Madigan has zero respect for procedure while Culletton...does....sorta.

Which would give cities with more than 25,000 people would have the right to make further on where citizens could carry guns. Laura Hettiger has reaction from senators on both sides of the aisle which may surprise you. Flip on N4TM at 5:30 and 6:30 a.m.

the line about lawmakers believing its chicago against everybody else is telling..i suspect this garbage is toast and would be surprised if chicago can get anything passed..its not real hard..shall issue..affordable training...isp doing its job and issuing permits in a timely matter...limited carry restrictions..and 99% of us would be happy..i am so fed up with chicago dictating law to us 280 miles to the south i am about to puke..(not to mention the raping of our money down here to go up there for services we can never use)

I posted somewhere last night that it would have to be approved by a substantive committee in order to be considered. After looking at the Senate rules this morning I think there are ways they could skirt that, though it would be unusual. And yes, they could proceed without the amendment.

 

I'll add that there's probably at least some chance this bill could pass the Senate but, per Todd's posts, won't survive the House. Some of what happens in the Senate will depend on whether they're interested in actually solving the problem or just making political statements as the House did early in the session.

Isnt that what 90% of the house/senate does is make a political statement? How often is a problem really "solved"?

I am in meetings almost all day, so if there is any excitement in the GA today I will have to keep up on it in this thread and just keep refreshing whenever I have a chance. Thanks in advance for all those that will be keeping people posted.

The 90 day window for home rule units to enact their own local ordinances adding more restrictions... if it adds restrictions to the bill as it is written, it is not preemption, as at the end of that 90 days, there will be a potpourri of different rules and restrictions all over the state.

Nothing really in the house today - the action, if any, is supposed to be in the Senate.
