Reason cited in the report was the enormous processing backlog.

I was going to say, why are Illinois FOID cards at any part in the proccess being contracted to Indiana? Our CCW system is going to be doomed if they can't get FOID straight.

Remember that Illinois Minimum Wage is $1.00 higher then the Federal Minimum Wage, so it makes sense to outsource processing to a place outside the state to reduce costs. (Basically you can hire 9 people in Indiana for what you would pay 8 people in Illinois. Those extra people can get more cards processed.) And they did this before . There was a company in down state that had about 30 employees processing Welfare or EBT applicaitons or some such (I disremember exactly what). Once Illinois raised its mimimum wage to $1.00 over federal, the state cancelled their contract and hired a Missouri company to do the work. Well done, Gov. Quinn. Well Done.
