Amends the Criminal Code of 2012. Enhances the penalties for certain violations of the statutes concerning unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of a firearm by a street gang member. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for unlawful use or possession of a weapon by felons, aggravated discharge of a firearm, being an armed habitual criminal, defacing identification marks of firearms, unlawful possession of a firearm by a street gang member, or certain unlawful sale or delivery of firearms violations shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. Effective immediately

I love this whole "Screw you, Your Honor!" First it's the whole "gun show" (in the words of Reboletti), now it's this AUUW penalty enhancement never mind People v. Mosley.

 

Instead of doing what the House SHOULD be doing, instead it is pushing what I believe is not only wasteful but otherwise objectionable House Resolutions like this one:

HR271, "AKA Day" - "Designates the date of May 15, 2013 as Alpha Kappa Alpha Day in the State of Illinois in honor of Alpha Kappa Alpha Sorority, Incorporated, and its work."

Google "Alpha Kappa Alpha pledges killed" or "...hazing deaths" and note the years in which the pieces were published. I'll leave it at that.

 

Kay Hatcher's Olympic Wrestling HR....HR210, and Rep. Berrios' Visa Waiver HR. Gahhhh!

I have a feeling that we will have another day of Madigan making a mockery of courts and continuing to ignore the matters that actually need addressing in this state.

 

He appears to be playing the "we'll wait until the last possible minute to address concealed carry, thus making it an emergency" card, and hopefully the courts through it in his face and say YOU FAILED!

Dear Friends,

 

The Illinois Senate on Tuesday, May 14, begins a stretch of 11 consecutive scheduled session days. Between May 14 and May 31, the only days scheduled off are the weekend of May 25-26.

Once midnight strikes on May 31, the Illinois Constitution requires 36 votes to pass a bill rather than the usual 30.

As you know, a federal court has given the General Assembly a June 9 deadline to adopt a concealed-carry handgun law. If we don't adopt a law by then, "constitutional carry" goes into effect. That's concealed carry with no rules.

 

Sen. Kwame Raoul (D-Chicago) and Sen. Tim Bivins (R-Dixon) together drafted a concealed-carry bill which would allow a qualified applicant to gain a concealed-carry license good everywhere in Illinois but Chicago. To make the license good in Chicago, one would obtain an "endorsement" from the Chicago Police Superintendent.

 

As a result of conversations with constituents, I have asked the bill's drafters to include a clear drive-through provision, so someone with a concealed-carry license but no Chicago endorsement could drive through Chicago with his or her handgun, and to give park districts the authority to ban concealed carry at their facilities, such as Joliet's Splash Station.

The final draft of the bill might be introduced and voted on this week.

Sounds like just another version of the same old stuff........let's see: Raoul's "may issue" (for all pratcial purposes) now with a "drive-thru" provision! Still a Chicago-style carve-out...OPPOSE!

I found it necessary to (respectfully) remind Senator McGuire that this is ONE state, it needs ONE law with the same rules for all. Otherwise, it is violating the principal of equal protection and likely a violation of the 14th amendment.
