From the WJBD radio Salem IL website this morning. Looks like it could have had wider distribution.

 

 

"Springfield, IL) -- State reps continue their efforts to draft a concealed carry bill.

 

They gave the thumbs up on Representative Will Davis's proposal that will require people register all handguns. "Simply put handgun owners must register each handgun with Illinois State Police including make and model within 90 days. Licensed dealers must register on behalf of buyers within 20 days. Sales transfers between private parties requires a buyer register within 20 days," said Davis.

 

There would be some exemptions for law enforcement, military manufacturers and firearms dealers. Hunters and competitive shooters would have limited exceptions from the law. State Reps approved the measure and tacked it on to a bill that could likely become the final concealed carry bill.

 

One proposal that was shot down would've required people to get a mental exam before getting a gun license. Representative Jack Franks says it just didn't make sense. "What you're really do here is changing the burden of proof. You're having everybody trying to prove they are sane, instead of those that people think might have a problem to prove they don't have a problem," said Franks. "I think the burden shifting here is onerous and unnecessary. No other states require people to get a psychological screening before getting a gun.

 

Meanwhile, some Republicans are calling the hearing process maligned, flawed and dilatory. Their tempers flared during the four hours of debate, with some kicking and pounding their desks. The debate came the same day Gov. Pat Quinn says he wants Attorney General Lisa Madigan to appeal the issue to the U.S. Supreme Court. But Madigan says she wants to wait and see what lawmakers do on the issue.

 

Lawmakers have until June 9th to get the bill passed but gun advocates accuse Chicago leaders of trying to make the bill as restrictive as possible. "

Tick tock... Or we run down the clock and it's a free for all...

Quite simply, it won't be free for all. The day after the clock expires every town and municipality will call emergency board meetings to pass their own carry laws and it will be nothing short of a cluster phuck traveling from one town to the next. No doubt hundreds of people will get arrested for not knowing or understanding the cluster of laws from town to town to town.

We are a homerule state. I'm sure Rahm already has the Chicago law written and ready to pump through the city council. Same with Preckwinkle.

 

We NEED preemption.

Yes, I know this. But they don't want the mess either. Something will be passed at the very last possible moment IMHO. And I have faith Todd will have a hand in what ever comes out of all this.

Funny, when I took my gun to Texas and legally carried there, nothing happened like the "wild west." I was surprised! :o

 

I can do you one better . I walked ( actually I was on a motorized scooter ) the streets of Tombstone, AZ. armed and there wasn't any blood spilled. There were a bunch of people carrying their guns right out in the open too! :o

Yea buddy it sure will be a cluster of epic proportion especially since we have the best law already in place the right to bear arms.

The 7th Circuit has ruled that a conceal carry ban is unconstitutional; whatever individual municipalities try to pass in an effort to circumvent that would seem pointless. If an individual was arrested for conceal carry after the 180 days are up, I would think it would be tossed at trial. Any lawyers here?

lol Chicago Home Rule out weighs the Constitution or the silly Federal Court's ruling. Or at least Rahm and his groupies seem to think so.

IL, Crook County and Chicago need to budget hundreds of millions of dollars to settle all of the civil rights lawsuits that will come flying their way. Sec 1983 lawsuits will bleed Chicago and Crook County dry.

Time to get out of the socialist state of Illinois and go to a FREE STATE. Say goodbye to the democrats, Madigan's, and all the other corrupt people of the state that think they are GOD!

 

I frequently think the same thing. Unfortunately, I was considering Colorado. But that's now no longer an option either.
