I've carried in WI on my non-resident PA permit, but wondered if I am obligated to inform an LEO if I am stopped for a traffic or other offense?

Here is your answer.

Displaying License to Law Enforcement Officers.

When carrying a concealed weapon, a licensee must at all times have with him or her the license document and photo ID and

must display them upon request of a law enforcement officer acting in an official capacity. Failure to have or present a license and photo ID when carrying a concealed weapon carries a penalty of a forfeiture of not more than $25 unless the person presents, within 48 hours, his or her license to the law enforcement agency.
