Legislative Update 8/1/12

Well just about the time you don’t think there are any more stunts to be pulled, and that all the grandstanding was going to be done in Washington, we get this stunt here in Illinois.

The Governor took a bill to clean up ammo sales that we proposed, and passed, and used his Amendatory Veto authority to gut the bill and re-write it to be the City of Chicago’s semi-auto ban.

We have seen this language before and it didn’t have the votes to pass then, and it doesn’t have the votes to pass no in our opinion. In fact, we control the legislation. Since it is our bill to begin with, we picked the sponsors for the bill, people who generally believe like we do. So we control the bill from the stand point of if the veto message even gets called.

The procedure is for the sponsor of the bill to file a motion to either accept or reject the Governor’s action. Since we have no intention of accepting them, the only options then are to either move to override the veto, or not call the motions for a vote.

Either way, the semi-auto ban has no way of becoming law. For other reasons, I won’t go into all of our other issues or scenarios, and possibilities. There is a lot going on right now, but we are still in the driver’s seat and even if the Governor wanted to call a special session on guns, he won’t beat us.

Thanks for the update and clarification.

Thanks for the update; I figured that if we needed to be “up in arms” (pun intended) we would have had a panic report from you guys. I have faith in Molly and Todd and figured that there was reason for their quiet response. Every time Quinn opens his mouth I think of this :frantics: and I feel like this :headbang1: and am feeling better now that I heard from you….

Guys call your reps and senators to keep the heat on. This is an election year and they need to hear from you. The ScumTimes wrote another pants wetting editorial today and we need to let our elected reps and senators that the illinois gun owners won't stand for this

You all have really done an amazing job....and for so many years now. I know I'm late joining the fight (been in Florida since '03), but I hope for all the effort and vigilance you all have put in, that this fight ends with what should have always been rightfully ours.

That's exactly the stance I have taken and have said so in the Quinn threads.

But just what exactly are we to ask our Senators and Reps to do??

I'm thinking just to restate your opposition to any type of infringement on our rights, whether its in the form af an AWB or an ammunition tax, or a registration scheme. Ask them to oppose any legislation that proposes any type of further restriction on gun rights in Illinois. Then remind them of your expected support of right to carry bills in Illinois, as long as the bill carries no "poison pill" amendment.

In short, just let them know that you're watching their actions, that you intend to vote based on their actions, and that you can influence others to do the same.

Just curious. What would happen if we asked the Sponsor to pull the Bill because it has turned into a farce?

As more information becomes available about this incident the country sees there were multiple failures at the university. There is a story this morning that Holmes psychiatrist's warning to the school was ignored when he dropped out.

But the anti-gun politicians ignorantly and immediately rush to blame guns and attempt to exploit this tragedy for their own political gian.

Governor Quinn doesn't care about the real issues. It's sad that he chooses to take advantage of a tragedy to engage in agenda pandering.

Last week there were bank robberies (as there always are someplace in the country) - no one blamed the getaway cars, but its essentially the same thing when politicians blame firearms for crimes.

I was sort of holding off to hit my reps up for when the CCW bills come back up after the 7th Cir rules, but I will write them today...

The ScumTimes wrote another pants wetting editorial today

The one about "the NRA doesn't speak for American values"? I simply replied that the NRA has four million members and that the Brady Campaign has 50,000, where's their vocal minority?

As I see it, the sponsor now has three choices, accept the amendatory veto and call for a vote to pass the bill as amended; oppose the amendatory veto and call for an override vote (requires 71 in the House, 36 in the Senate), not call the bill at all, letting it die. I'm guessing the sponsor is assessing the support for an override. If it's not there, he will let it die. I'm certain he will not push for approval as amended by the Gov.

BTW, email sent to my current legislators and the new ones after the realignment of districts goes into effect expressing opposition to Quinn's move and asking for public statements from them opposing Quinn.

YEAH!!! Now THAT'S what I'm talkin' about!! What a GREAT retort!!

I totally agree. Quinn needs to be resoundingly chastised publicly!! Quinn's amendment is nothing short of circus politics at the cost of legislation which would better Illinois! And if he's stupid enough to be the errand boy for the Chicago Machine, then he'll have to suffer the consequences.

Well just about the time you don’t think there are any more stunts to be pulled, and that all the grandstanding was going to be done in Washington,

NEVER HAVE I THOUGHT THIS. WE SHOULD ALWAYS BE READY FOR THE NEXT ATTACK!

20,000 votes in the other direction would have elected Brady and we never would have heard of any of this crap again.

Can't the sponsor just let this bill die and reintroduce the original bill with a new number?

I'm hoping they have the votes for an override, that would send a much bigger message.

but I suspect anyone who votes to override could have that used against them: "so-and-so voted to override quinn's amendement that would have saved all our children"

Good to know. Probably wouldn't hurt to let our Reps and Senators know how disgusted we are with this.

It is good to know...Thanks Molly.

We should all continue to communicate with our elected officials and continue to voice our opposition to this and voice our support for CC. Refresh their memories and tell them that for every 1 person who reaches out to them there are dozens and dozens more in the same district who feel the same and you and you are a sampling of the people they represent.

And Dillard has told me (and others) personally that he would have moved to institute Carry in Illinois in the first 100 days of his governorship. We would be working now to make it better, and ditch the FOID, not waiting impatiently on a court case that may give us a slight advantage in passing a so-so bill.

I'm as downstate minded as you can get, and even I saw the political advantage that Dillard offered us in 2010. Unfortunately, the R leadership in this state lacks the leadership and fortitude to slate a primary with folks that can win and convince others to move on for the good of the state and party.

Until we downstaters understand the politics of a metro area that has 3/5ths of the population of the state and realize that we must make small changes to get to our goal, we'll continue to be dominated by the machine politics that have ruled this state for 100+ years.
