In the House Executive Committee yesterday, House Committee Amendment No 2 to SB1034 - Controlled Substance Cathinone was approved on a party line vote of 7/4/0.

Senate Floor Amendment No 2 to HB2582 - Criminal Law Tech was approved in the Senate Criminal Law Committee yesterday 7/0/0, adopted on the floor, and the bill moved to third reading.

 

HB4819 - Wildlife Tech (Crossbows Deer) was also moved to third.

 

HB5151 - Premises Liability Firearm Range was postponed in the Executive Committee.

Replaces everything after the enacting clause. Deletes the substance of the bill. Amends the Criminal Code of 1961 and certain other Acts. Moves, adds, deletes, renumbers, repeals, and changes certain provisions. Adds or changes mental states for certain offenses. Changes certain statutory evidence presumptions to permissive inferences. Repeals various Acts and replaces those Acts by adding certain provisions from those Acts to the Criminal Code of 1961 and creates other Acts and Laws. Makes other changes.

House Committee Amendment No 1

 

Replaces everything after the enacting clause. Amends the Criminal Code of 1961. Changes the exemption from the unlawful use of weapons statute and the aggravated unlawful use of a weapon statute for military re-enacting. Provides that the exemption applies to a person possessing a rifle with a barrel or barrels less than 16 inches in length if: (A) the person has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or ( B ) the person is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Retains provision that during transportation, any such weapon shall be broken down in a non-functioning state, or not immediately accessible.

 

 

 

 

 

HB5682 - Crim Cd Security Training

Synopsis As Introduced

 

Amends the Criminal Code of 1961. In the statute exempting from an unlawful use of weapons violation or an aggravated unlawful use of a weapon violation, persons licensed as private security contractors, private detectives, or private alarm contractors, or employed by an agency certified by the Department of Professional Regulation, if their duties include the carrying of a weapon, deletes provision that the Department of Professional Regulation shall provide suitable documentation demonstrating the successful completion of the prescribed firearms training and that the documentation shall be carried at all times when those persons are in possession of a concealable weapon. Provides that the licensed person shall be considered eligible for the exemption if he or she has completed the required 20 hours of training under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 and 20 hours of required firearm training, and has been issued a firearm control card by the Department of Financial and Professional Regulation. Provides that conditions for the renewal of firearm control cards issued under these provisions shall be the same as for those cards issued under the provisions of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that the firearm control card shall be carried by the licensed person at all times when he or she is in possession of a concealable weapon.

I'll be getting ready to leave the office when the house comes up but I'll keep an eye on the senate. I vented yesterday and feel better so I'll watch again the bafoons again.

The "Other Active Bills" section of the opening posts continues to evolve. I added HB4673 to the House since it's on their calendar for concurrence, but we're not actively monitoring that one. It's absence from the post caused a little confusion in the past couple days.

Just in for a few min in between confrence calls, I wont be able to watch today. If anything moves on the crossbow bill, will someone post. Rumor has it Forby may add an amendment to only allow them for the second half of the archery season. I need to know which direction it's going so I know how to word an archery bill that I'm working on. Most likey will get called next week though....or so I'm told.

We're getting down to the wire and have yet to hear about the task force report, plus we have to go through both chambers yet. It's looking like it's going to be awful busy and exciting around here next week. Mause, you going to be here all next week?

I might be away Wednesday morning next week, but nobody should worry about my schedule all. I'm sure others will fill in.

Ok what about senate? I have the feed up but no audio. I know they turn the mics off sometimes but it has been a while.

I bet in the past its been close to situations like that before. I watch some of these video feeds at times and I watch some reps literally attempt to savabage, stall, delay tacticts etc........ I see Reps get really irriated at accross the isle. lol

yeah it is usually something like, "lets make may 17 tyguy day" or "rename a stretch of road after someone we have never heard of and we will need $50k to put up signs on that stretch of road!" Then they all vote like 117-1 in favor of spending more oney on something we don't need! at least thats how it seems to me.
