I emailed Mulligan, Durkin, Mathias, Will and Monique Davis to support our bills and brought to their attention the fact that the courts are poised to rule and that Constitutional Carry is a reality and that I personally agreed with that route.   I'll keep doing this everyday.  Still haven't been able to get Will Davis to Chucks on a Saturday morning to introduce him to shooting.

^ can anyone share the verbiage about the court cases?  Or share their e-mail to their rep?

I just don't feel like researching Moore & Shepard to see where they're at.  I don't want to sound like I don't know what I'm talking about, so if anyone already has their facts straight in an existing correspondance and is willing to share, that would be helpfull.

"Mr. Mathias

I am writing you today to ask for your support on HB 148/ and 5745.  As a law abiding citizen, I support the 2nd Amendment and the right to self defense and preserving my life and family should the need arise.   My fiancé and I travel from Orland to the two biggest buildings downtown everyday without a way to protect ourselves.   Both of us have CPD officers as friends and they support CCW and have told me that they don’t have to intervene in a crime that would put them in harms way.  As I’m sure you know with the courts poised to rule on Shepard, and Moore- Constitutional Carry is real and I hope for this.   I urge you to support this issue and for the people of IL the right to bear arms.

I would appreciate your response and vote IN FAVOR of these two bills. "

then I sign w my full name address and telephone number in case they would like to speak to me.

You went the warm fuzzy route.  I'm thinking of the "do you want it down your throat?" route.

I typed this up earlier today.  Debating whether or not to send it.

Appeal arguments will be held for the two lawsuits against Illinois' complete ban of carrying firearms for self defense.  Those cases are Moore Vs. Madigan and Shepard Vs. Madigan.

A court in Maryland has already ruled that the state's discretionary permitting system is unconstitutional.  This case, Woolard Vs. Sheridan, will most likely go to the Supreme Court of the United States.

In any of these cases a ruling in favor of the People's right to keep and bear arms will spell an end to Illinois' ban.

When the Illinois ban is struck down the following will be true:

1)There will be no permit necessary to carry a firearm for self defense.
2)There will be no additional background checks necessary to carry a firearm for self defense.
3)There will be no additional specialized training necessary to carry a firearm for self defense.
4)Citizens will carry a firearm for self defense in public both concealed and openly with impunity.
5)"No gun" signs posted by businesses will have zero legal weight and will be disregarded with impunity.
6)Citizens will carry handguns, rifles, and shotguns for self defense with impunity.
7)Citizens will carry firearms for self defense in every county and city in Illinois including Chicago with impunity.

Voting in favor of a shall issue concealed carry law in Illinois will prevent many of the above conditions.  Which way do you want it?

I wouldn't have the heart to tell him that we'll amend those 7 conditions away 60  votes at a time anyway but ya I like that letter.

If we can flip just one Chicago representative, can't they just vote twice? :D

I wish people would stop stating this. It really truly is not that much money. It just makes us look silly.

This is the fiscal note on HB148 from the ISP.   I did the math, $32,000,000 in additional revenue is WAY more than some of the other savings proposed by Gov. Quincomtax. Fiscal Note, House Floor Amendment No. 2 (Illinois State Police)

Quote

HB 148 (H-AM 2) fiscal impact is as follows: With a conservative estimate of 325,000 permit applications in the first year, the Illinois State Police (ISP) will require twenty-five new civilian personnel plus two contractual employees for six months each, and $51,000 for equipment and materials representing an increase of approximately $2,978,038 to properly administer this mandate. HB 148 will also generate revenue for the Illinois State Police. The FY 12 total revenue projections are estimated to be at $31,875,000. These estimates are conservative and based on record levels of FOID card applications and firearm transfer requests over the last four years. At the same time, the Illinois State Police will continue to process record levels of FOID applications.

True, $28,000,000 profit is not much compared to an 8 BILLION deficit. But remember, Quinn wants to close prisons and mental health facitlities just to save $12 milllion.  Both of those actions put people out of work and create hardships on Illinois citizens.   You can pass RTC, put 25+ people to work, and more than make up the proposed cuts to the ISP for this year.  And that's after you upgrade the ISP computer system and make some improvements to other equipment.

The financial aspect is certainly NOT a negative.

Again, Governor Quinn, spineless, dishonorable politician that he is, is not an automatic veto. He has already proved that he will do anything to stay in office.

If we get all the votes we need, how long until the bill becomes law? 60 days unless it's signed early by Jello?  That should be enough time for Chicago to scare someone into changing their vote.  Isn't that something that can happen?

Don't we need a 2/3 majority to over-ride home rule and don't we need 2/3 majority to make it veto proof?

And aren't there 118 house members?

And isn't 2/3 of 118 = 78 ???

No, we need a 3/5ths majority = 60%.

Do the math.

Do you really think that people that have been doing this for 10+ years don't know how many votes it takes??

I noticed Rep. Brad E. Halbrook was added as a Co-Sponsor yesterday (May 10) to HB 5745. I also counted forty (40) sponsors. I realize that the sponsors listed are not the total representation of the actual floor vote. Any of the representatives can vote in favor or oppose a bill.

My question is this: Is there any benefit a representative gains by sponsoring a bill? What distinguishes a Chief Co-Sponsor from a Co-Sponsor?

Dilbert, the sponsors don't really make a huge difference to what happens on the floor but it's always nice to have as many as possible leading up to a vote. I think last year right before the vote came down we got up to 60 sponsors on 148. Now there seems to be some crossing of sponsorship going on between the two bills. But once Todd tells them which one he is going to run they will all pile on to that bill.

Don't we need a 2/3 majority to over-ride home rule and don't we need 2/3 majority to make it veto proof?

And aren't there 118 house members?

And isn't 2/3 of 118 = 78 ???

No, we need a 3/5ths majority = 60%.

Do the math.

Do you really think that people that have been doing this for 10+ years don't know how many votes it takes??
and there are 113 house member's instead of 118 the last time i counted.
