If the Illinois legislature does not pass a concealed carry bill that includes open carry as an option this session, I am going to do what I can to introduce and pass an Open Carry outside of home rule jurisdiction law. June 1st, after this legislative session is over, my crusade for open carry in Illinois begins. I think open carry is a totally separate issue than concealed carry, and my efforts to pass this will not conflict with concealed carry legislation that I also support.

Kurt, Do as you like, but technically, this legislative session is not over until the 98th starts. The 97th still has veto session in November to get through as well as any special session in Jan. and the pro forma session to officially close out the 97th. Remeber how the 96th gave us the beloved 66% tax increase as it was going out the chamber doors??

This is what i'm talkin about!  one on each side!  but in black with lots of sequins.  i will have to buy a bedazzler to install all of the rhinestones!!  Or maybe I'll just conceal carry!!

I know. I would introduce the legislation in the next session. I need time for some ground work.

I just spent a couple days in Springfield and found that there is support for my open carry outside of home rule area idea. And that support is from some very unexpected sources.

I think this can be done, even if it's opposed by some folks we all know.

I also think it's the right thing for Illinois gun owners.

Nothing says freedom like an openly carried firearm. Would be a non issue in most of downstate. I would support it but given the option I would conceal. Am I correct that all would need to happen is amend the UUW. Home rule would still outlaw it but it would free us from the state of Chicago a bit.

Yes. Or, my 1911, or my little LCR without having to wear a jacket when it's 90 degrees.

This isn't competition to concealed carry. I fully support statewide concealed carry. I just think open carry has it's place too.

If HB5745 passes, then I won't need to go forward with this plan because it has the option for open carry. If HB148 passes, then we still need to amend the UUW and AG UUW laws to allow open carry with a FOID card. If neither pass, then we really need open carry in non home rule areas until support for concealed carry in Chicago gains traction.

that is a nice wheel gun he carries too!    But back to the topic.  i wouldn't mind the option to open carry, i spend alot of time outdoors in the summer, and like mentioned above it would be nice to be comfortable in warm weather without having to to keep and lcr tucked in your pocket.

Pull a "Chicago"   Push for constitutional open carry and settle for Concealed shall issue carry.  

Straight from the Chicago democratic wheel and deal book of legislation.  Start out with something expensive and overly demanding then later cut it in half and call it comprising.  Like the Chicago speed camera fines that Rahm initially proposed and later reduced.

I support any kind of carry.
Honestly wouldn't mind a world where its not abnormal to carry around a rifle...

There are parts of the world where the local governments won't let you go UNLESS you are armed.

Open carry should be encouraged and I'll push for it at the right time - however we should NOT push for it until the pending CCW court cases are COMPLETELY RESOLVED.  The chicago machine would love nothing more than for open carry to be legal in the "hinterlands" and thereby completely undercut our arguments that we have NO option for carry in IL.

Getting Open Carry for people that live in the "right" town / county will obliterate our pending court cases - Cases which will give EVERYONE carry.


People's right to free speech, association, religion, a free press - the right to not self-incriminate, the right to keep and bear arms etc. etc. etc. should NOT be based on your zip code.  These court cases are going to force Illinois (and a bunch of shall-issue states as well) to recognize that the right to bear arms is a universal right - like free speech, etc.

Pushing through Open Carry at this point could be devastating to the fundamental rights of 3 million people living in Chicago and 6 million people living in Cook County and God knows how many others across the country.

I agree that we push for shall issue CCW first.  Then we work to remove the restrictions, requirements, cost, and also bring about OC.  One battle at a time.

I do not agree xmikex. I see open carry and concealed carry as two separate issues. I do not see the conflict. I also don't think it is necessary to hold the majority of Illinois "carry free" to win a court case.  There is plenty of time before the next legislative session to try and pass concealed carry state wide, as is there time with the court cases.

I think those are not the real reasons that some oppose open carry outside of home rule jurisdictions. I think it is a mistaken idea that open carry in the majority of Illinois will somehow diminish support for concealed carry statewide. I do not hold that view. At the next IGOLD we, myself included may be marching up to the capitol shouting concealed carry now, but have open carry in the majority of the state.

As I said before, I think I have support from some unexpected sources for my proposal. I think we can have open carry quite easily by next Spring, and I intend to do what I can to bring that about.

So you can't see that building cases on the foundation that we are the ONLY State of the Union with NO ability to BEAR ARMS is going to be eroded by getting limited open carry?  wow.


The courts will just say - well - you have May Issue Open Carry now in your state so the basis for the case is gone.  

Lawyers?  Am I on track?  Off track?  WAAAY off track?

I've always thought the complete prohibition actually helped us in the court battles to get some sort of nondiscretional carry system in place for EVERYONE to enjoy.

The guys on the PAFOA site go out open carrying like tough guys just waiting for an encounter and then come on the forum bitching because someone made a MWG call or they got kicked out of a store or something. Drives me bat poop crazy!

I believe the guy on the left already has his finger on the trigger. Maybe hollywood should get him in a firearm safety class.

I tried it once in IN and it felt like there was a big neon sign over my head screaming look at me I'm carrying a gun! It was uncomfortable, akward and I felt like a jack ass. Never again!
