The House is scheduled for 10:00 AM today and the Senate for 9:00 AM.

 

In the Senate yesterday, House Committe Amendment No. 1 was tabled on HB4122 and the bill passed with Senate Floor Amendment No. 2. The Senate Amendment transforms the bill into a revision of the Sex Offender Registration Act. As important as that may be, whether or not the House concurs is not a topic for these boards.

 

Given the above change neither calender contains anything relevant to our conversation.

Sources: Income tax hike deal reached

SPRINGFIELD — Gov. Quinn and the Democratic legislative leaders have struck an agreement to raise the income tax on individuals from 3 percent to 5 ¼-percent and raise the state tax on cigarettes by $1 a pack, sources said. {That is a 75% increase}

 

The moves, if they pass the House and Senate before next Wednesday, could erase the state’s expected $15 billion deficit, generate a $700-million-plus windfall for schools and grant property tax relief, sources said.

 

The tax increase, which would represent the first time the income tax had been raised in roughly two decades, would be temporary and need to be renewed by lawmakers and the governor, though the duration for that temporary period remained fluid, sources said.

 

Quinn disclosed the deal with House Speaker Michael Madigan (D-Chicago) and Senate President John Cullerton (D-Chicago) during a closed-door session Thursday afternoon with members of the Illinois Legislative Black Caucus, its chairman told the Chicago Sun-Times.

 

“What the governor has laid on the table -- we’ve talked to the Senate black caucus; we’ve talked to the House black caucus -- and we are pretty much in consensus that our two main points are being fulfilled, education funding and property tax relief. We’re OK with the mechanisms to get there,” said Rep. Will Davis (D-Homewood).

 

Davis said Quinn described the tax plan as an “agreement” he had reached with Madigan and Cullerton.

 

The governor and leaders agreed that details of the plan would need to be presented to members of the House and Senate Democratic caucuses. The three top Democrats intended to meet again Thursday night to do any fine-tuning on the plan and settle on a schedule to begin moving it through the General Assembly.

 

Spokesmen for Quinn, Cullerton and Madigan declined comment on details about the plan.

Maybe these are the costs we must bear now in order to get a more conservative legislature next time. A legislature more sympathetic to our concerns.

 

This could turn into an investment in our future in ways they never anticipated.

 

We can only hope. When will the working, middle class Democrats EVER wake up to what's happening in Illinois?? Many just vote Dem at every election out of blind loyalty.

Illinois is going end up with nobody that pays taxes left in the state .then what raise taxes 150%.Notice they are already saying windfall.bet ya they already have a pet project or two to spend that windfall on.Same two elected idots plus anew idiot runnung us into the ground as always .Hey DEMOCRATES- Insanity is doing the same thing over and over but expecting a different outcome. when are you going to get it ?

I think the tax increase should only apply to the idiots who voted for Quinn, they deserve to pay for their mistake...IMO

Many just vote Dem at every election out of blind loyalty.

And without even giving any thought to what those Dems are doing - until a problem hits them in the chest. Mayor Bilandic found this out with what seemed to him an insignificant snow removal delay, as is Bloomberg now.

 

A 75% increase might seem politically insignificant to the people in Springfield right now but I bet more than a few of their supporters will view it otherwise when they see their pay checks.
