There actually are a couple pro-gun bills that have been introduced (and it's very early)--I just don't have them listed yet.

Have the good and bad House bills that have been introduced so far posted.  The shell bills are the long list, and I haven't yet worked up the willpower to attack those yet, but hope to get it done tonight.

What are these 'shell' bills?  Is there more to them than advertised, or is this like the asian carp example from the other thread?

Arroyo, Osterman, Acevedo....  I'm seem to recognize those names from last year's bad bills.


My favorite from HB 0180 - "Provides, however, that the prohibition does not apply to a person who makes occasional sales, exchanges, or purchases of concealable firearms for the enhancement of a personal collection or as a hobby".  

I hate the idea of dealer licensing, but I like the idea of purchasing concealable firearms as a hobby.  Some folks knit.  I'd like to conceal carry as a hobby.

That's exactly what is meant by "shell bills"--bills that make a "technical change" (such as changing the word "the" to "the"), but will eventually be gutted and turned into something utterly different.

I assume you know this, but the bill would do nothing for advancing the right to carry--everything in this bill is new restrictions.

HB 0172 firearms preemption

So am i right in assuming this one would get rid of all the mishmash of city and county restrictions and revert back to the "regular" if you will, state firearms code?

I am a bit confused by HB0182 - it purports to make it legal to carry a handgun on your person while on your own land, however, being on one's land or in his place of abode is already a stated exception for both UUW and aggravated UUW.  This bill seems to do absolutely nothing.

adding another OR into there may be intended to fight against presuming an ABODE means "your house". "OR dwelling" may extend to your camper, RV, tent, ice fishing shack, motel room, etc....NOW, it should have done that before BUT, perhaps its for legal clarification?

Let's not worry about it now ... eventually we will find out from Bradley, the sponsor.

But my initial read is like Hodgie's ... the wording may simply expand the places you could possibly "reside" and thus lawfully carry.  Technically, I am not sure fo teh differences between "abode" or "dwelling" ... they seem somewhat synomymous to me.

In a relatively recent appellate court opinion (People v. Price, No. 1-05-3782 (2007)), the court noted the lack of a definition of the term "abode" in the UUW statute (sec. 24-1.6), or anywhere else in the Criminal Code, for that matter. However, the term "dwelling" is defined elsewhere in the Criminal Code (720 ILCS 5/2‑6). This bill is likely an attempt to clarify the statute in keeping with the court's opinion.

This might have something to do with my color blindness, but whatever color you title the 'Questionable Bills', I cannot see.  It blends into the background and I have to highlight to read anything.

Any chance that the font color could change to something readable?

The problem is that some of us use one background color (I use a dark gray), and others use another (there might be more than two, for all I know)--so we're having trouble finding colors that work for everyone.  

I'll try just going back to the default color for the Questionable Bills--I would think that should work.

Since these are shell bills they are probably written hastily with the intention of changing- and not for the good.

Note that the words [u]or dwelling[/u] are underlined in every instance that they appear in the bill.  That indicates that the addition of those words is the only change being proposed at this time.  Read Post #17 by 1957Human for an explanation of what Rep Bradley is trying to accomplish here.

I don't think it's a shell.  It's an attempt to clarify the statute.
