Boone County considers CCW

I found this in the archives at RRStar, I hope this hasn't been posted. Sounds like they could be on board, although I think they are a little skewed on the open carry vs. concealed carry portion. Maybe we should show up at their meetings...

BELVIDERE — Boone County may be next to declare its stance on concealed carry laws.

A statewide push for local lawmakers to urge state officials to adopt new gun laws reached Boone County last week. It went before the county’s Public Safety Committee Monday and will get more discussion next month.

Committee Chairman Dana LaPier said he wants the state’s attorney to review the resolution before any vote.

In Illinois, it is illegal to carry a firearm, except in one’s home, property or fixed place of business. It cannot be carried on any public land, streets or within the corporate limits of a city or other municipality, with few exceptions, such as hunting.

LaPier favors laws that would allow licensed and properly trained gun owners to carry openly.

“It should be in full view. It should not be concealed,” LaPier said. “I want an officer to feel safe if he’s going up to talk to a person. I want him to know if that person’s got a gun on him.”

The only states that don’t allow some form of concealed carry are Illinois and Wisconsin.

A Boone County Board resolution would not legalize concealed carry, but would be a symbolic move to lawmakers in Springfield, encouraging them to adopt new laws.

Belvidere resident Bob Whalen holds a concealed carry license in other states. He says holding his .38 special one night outside of a steel-mill in Pennsylvania thwarted his potential mugging.

“It was me and the three of them in a dark street in a dangerous area,” said Whalen, who was there for work.

When they started closing in, Whalen showed his weapon and told the trio to rethink what they were planning.

“They saw the weapon, they saw that I wasn’t afraid of them and they thought better of it. I didn’t have to pull the weapon, I didn’t have to shoot anyone.”

A group called the Illinois Pro Second Amendment Resolution has pushed for counties to tell state legislatures to change gun laws. They say 82 of 102 counties have signed on so far, including Winnebago and McHenry. Six counties have defeated the resolution, 13 are undecided and one, Boone, has the proposal on its plate, according to the group.

Whalen says its time for Illinois to adopt gun laws that better reflect the constitution. He said Illinois law leaves the weapons in the hands of the criminals.

“We’re the ones that are unarmed. They can jump out of a car at a traffic light today and accost us, or worse, and we can’t defend ourselves,” Whalen said.

It sure looks like the paper and/or the Boone County folks are mixing up the Pro-2A and the CCW issue in Winn. Co, doesn't it?

Sound like we might be getting some support for something in Boone county that hasn't been requested yet. I think that a good sign.

I spoke with Dana LaPier a week or so ago and I will be attendting his public safety meeting on August 11 at 6:00pm and speaking on CCW from the Winnebago County Board point of view. Jim Webster will also be attending with me.

Can / Should we go to this meeting?

I can make it no problem out there.

In my mind's eye, I can see it now. A five or six county 'island' of CCW, surrounded by slave state.

So, naturally, the Libune and WGN would start their newscasts with;

"In today's news, the crime rate shot up another 12%, with murder, rape and muggings reaching an all time high. This is state wide, with the exception of that one 5 county area of Illinois where for some reason people carry guns and crime goes down. Mayor Daley has called for more gun laws to bring North Central IL into line with the downtown Chicago and the rest of the state. Governor Lisa Madigan has endorsed this proposal."

Yes, I do have an evil mind, thanks for noticing.

I see it a little differently. We win Kane and Dupage, then their neighbors, and soon Crook County is the island without CCW.

Their crime rates plummet, more thugs take up shop in the safe haven Crook provides them, and the effects speak for themselves.
