You are correct. In addition, some open carry states do not require a license or permit and have no training requirements. In those states, to my knowledge, the kinds of problems anticipated by the Rockford police officer just don't occur. All of this belies the idea that extensive training and education must be a prerequisite to concealed or open carry in Illinois.

It would be interesting to know how seriously LEO David Watson takes training. Does he train on a regular basis or just before his annual qualification with his handgun? Its nice to know he had to take a battery of tests and all. Three cops locally were arrested for assaulting a guy at his house. Two of them I have heard were found guilty of assault, one one of those (maybe 2) of mob action. Don't think these former, qualified and trained law enforcement officers will ever be carrying again.

Strange. When I read that letter, an image of the old "puff and tower" routine flashed through my head. (That's where a guy (usually) tries to stand as tall as he can with his chest "puffed" out - thereby making himself seem more powerful and menacing.)
I'm 5'1" and for some reason guys seem to feel it's important to do that in my presense - as if being (generally) a half to whole foot taller than me isn't enough. Go figure!)

As for the fellow who suggested we move all discussion into one giant thread. Perhaps that's easier for you, but for me it's easier to have multiple threads and have discussion organized based upon topic. It was for this reason that the Winn. County sub-forum was created in the first place. No need to create a sub-forum if we're to have all discussion in one gigundous thread 100 pages long. Personally, I find it EXTREMELY difficult to follow those types of threads.
Anyways, back to the discussion at hand. If we could move more in the direction that lockman went, I would really appreciate it. I think we would accomplish more this way. Lockman -- great job! As for us not being lawyers -- that is unimportant. The only difference between us and lawyers are a membership to a private organization (the BAR association). Woopty-do. Many lawyers didn't even go to law school, they simply took the exam. Anyone can read the laws, and then apply "case law" to them. Law is written for the average person, not for lawyers. This is a fundamental concept that is often forgotten.
So let's get to work on OUR law
