The max rate of fire is dictated by the cycle time. The faster you pull the trigger, the faster you shoot. So how do they plan on defining the "standard" rate of fire? Just wait for California or New Jersey to demand some microstamper in the trigger stamping exact times your firearm fired and imprinting the timing in your fingerprint.
