I attempted to legally purchase a lower receiver, transfer through a local FFL, and store the receiver nearby at a relative's house in northern Indiana. I intend on building an AR pistol and I currently hold an IL CCL. I received this message from Primary Arms: We are contacting you to advise you that lower receivers are restricted in Chicago/Cook county except for duty use for law enforcement officers. If you are law enforcement, you will need to reply back with your department I.D. and duty use letter on department letterhead. Please feel free to contact me if you have any questions or concerns. I called in advance, and I e-mailed two days after my order asking if everything was OK. Primary Arms assured me everything was processing fine, until today, when they canceled my sale. Suffice to say I'm disappointed and can't in good faith bring them more business. Does anyone know a business that will sell a lower receiver to someone with a Chicago address? I don't plan on storing the lower receiver in the city, not that the seller should care. Also, I know there's a lot of local FFL info in here, do we have an up-to-date list of Chicagoland FFLs that would transfer for me? Thanks Link to comment Share on other sites More sharing options...

I've never been charged. 2A Armerment had no problem sending my FFL a reviever set. I've almost ordered from FightLite (formerly Ares) a few times and they also have stated they go by the FFL. Noveske had no problem sending non lower parts to my door, and would have no problem sending a reviever or built gun to my FFL. But these are kinda niche, so customer service is a little different. Canceled my lower because I live in Cook even though it was being shipped to Gina....which I'm assuming you're using since she's the only FFL in Addison that charges a fair rate. I called Aero Precision and they said they will ship whatever, they defer to the FFL. I also looked up Joe Bob shipping guidelines and they didn't seem to have restrictions in IL/Cook/Chicago like they do in CA. Although another thread posted around here is talking about being denied for a 15+ round mag from Joe Bob shipping to Chicago, so who knows. They have Anderson lowers at about $50 or so. I know from Peru (the store nearest to me) to Cook is about 2 hours depending on what part you're in. The store in Plano would probably be closer too. They manufacture their own lowers and have them in stock. They didn't care that my FOID was Chicago.
