Without going too far astray from the original topic, the "necessity" (if you will) for IL non-residents to obtain an IL permit, even if hypothetically IL were to offer reciprocity, is the Federal Gun Free School Zone Act. (1) This is "Federal" law only, and has nothing to do with any state laws. So, even if you "might" not be violating state law, you always have to be concerned about violating "Federal" law. (2) Under "federal" law, if you are in a particular state, you NEED to have that state's permit (whether it a "resident" or "non-resident" version) to avoid violating "Federal" law (3) Yes, this makes things "interesting" for those states that don't offer permits (4) So, if heck were to freeze over, and today IL was to announce reciprocity with every other state, you still would risk violating "Federal" law without an IL permit. (5) If you carry in IL, you NEED an IL permit (resident, or non-resident) to avoid violating "Federal" law. This is why the issue of IL non-resident permits is so important to non-residents of IL. For ALL states, reciprocity offers NO PROTECTION from a potential violation of "Federal" law.
