It's not true, Muslim women are allowed to wear a hijab that covers the head, but not a burqa that covers the face. This has always been the law here This is the flyer the DMV sent out http://www.cyberdriveillinois.com/publications/pdf_publications/dsd_a296.pdf Sent from my SM-G920P using Tapatalk

Photographs increase public safety. [from the above PDF]

In other words, we need a digital photograph of your face for our face detection and scanning software to work.

Going to the cyberdriveillinois site I don't see a picture of a Mennonite woman wearing a prayer cap. Isn't Christianity an "accepted religion"?

In reply to Defaultdotxbe, some of the young Amish who haven't joined the church may drive. It may be that some New Order Amish group may allow their members to drive. (I don't know that there are any, but each church group has their own rules) They do use electricity and I saw one using a cell phone. If they owned a car one problem in Illinois would be the requirement to have insurance which they object to. Illinois allows Mennonites to be self insured as a group.

The Amish I knew in S. IL could drive, just not own a car.

One of my vendors was amish and took vacations to see the family back east every year, don't know who he borrowed the car from.

For around town they used horses or horse and buggies.

They had electricity, phone (for business, not in home) rubber tired diesel tractors (real nice ones) etc.

The amish store had electricity, refrigeration/freezers etc, great food and prices.

All I know is each group is different.

Illinois does not prohibit the wearing of religious head coverings for DL photos. See Sultaana Freeman who was able to receive a DL in Illinois wearing a niqab (face veil) in 1997.

You confuse a hijab (head covering) with a face veil. Two different things.

Illinois does not allow the face veil, but you are right, they do allow head covering.

Deputy Press Secretary for Illinois Secretary of State Henry Haupt since clarified the situation

Somewhere I am being misquoted as having said that burqas and veils may be worn by people when photographed for their Illinois driver’s license or ID card. Let me be clear: In Illinois, people are prohibited from wearing any article of clothing that covers their face when being photographed for a driver’s license or identification card.

While Illinois law does allow a person to wear a religious head covering when photographed for their driver’s license or identification card, it cannot cover the person’s face. This is because the photograph plays an integral part of identifying the holder of the driver’s license and identification card.

To clarify further with an example, a head scarf covering the hair of a customer would be allowed, but an article of clothing covering the entire face, except the eyes, would not be allowed.

Freeman was initially allowed to get a photo with her niqab, but her license was subsequently revoked when she refused to get one taken without it. The case went to court and in 2003 a judge ruled that it was not a violation of religious freedom sufficient to overcome the concerns for public safety if individuals were allowed to take photos on identification cards and such that did not allow them to actually be identified.

That was Sultaana Freeman, who is already discussed in this thread. I don't think it was actually a change of policy, but just a misinterpretation of the policy that allowed her have the photo taken in the first place (the employees at the DMV thought allowed head coverings included the face veils) AFAIK her IL license never revoked, because she moved to Florida soon after getting it. She was allowed to wear the veil in her FL license picture as well, but the license was subsequently revoked pending a photo without the veil. That's the incident that went to court in 2003Sent from my SM-G920P using Tapatalk
