Then, given their opportinity to override the veto, they were served a dose of reality by failing to muster the required 71 votes. It's not explicit and I can got through it with you in person. The pension cost as a formula would eventually reduce payments as districts (CPS) begin to trend towards adequacy. By moving the pension payment (and legacy costs) into the pension fund - you guarantee a set payment; plus legacy payment that won't go down and needs more - hence the additional $40M - Rep xxxxxxx ® and Rep yyyyyyy (D) and myself are all on a budget committee and we all share the same view - both yyyyyy and xxxxxx spoke my points, thus I didn't speak on the floor but I share their views.I guess I don't really agree. There are other things in this bill that both sides don't like. I think that my rep is making a plausible reason to not support it to 'hide' disapproval of something else... most likely the 'School Choice Tax Credits' that were included (a voucher system wanted by Rauner). If you have been listening to these bills, they are switching to performance based funding. Chicago has closed 51 poor performing schools and moved the kids to other schools. Those better performing school will count all the kids this year, they will get a ton more funding. All a game until these schools begin to fail as well. Downstate kids go to school in districts that could use a lot more funding. But of course, the kids in Chicago are "more deserving" and get more money, which ultimately they never really see because it goes to the CPS bureaucracy.
