Dealer Licensing Bill To Go To Pritzker

A proposal that would give the state more oversight over Illinois gun dealers could be among the first big issues that land on Democratic Gov.-elect J.B. Pritzkers desk after he takes over, and an aide says hed sign it.

 

Republican Gov. Bruce Rauner in the spring vetoed a bill that would have required the state to license and regulate gun shops. Lawmakers approved the plan in the wake of the killing of Chicago police Cmdr. Paul Bauer and the high school shooting in Parkland, Fla.

 

 

Supporters contended that federal regulators are stretched too thin to regulate all the shops operating in Illinois. Rauner, though, called the proposal duplicative because the federal government already licenses firearms retailers. He said adding another layer of oversight would be costly for businesses and do little to improve public safety.

 

Lawmakers didnt override Rauners veto, but they approved a new version. Likely knowing the governor would veto that one, too, Democratic Senate President John Cullerton in May put a procedural hold on the bill, keeping the paperwork off Rauners desk.

Now, Cullerton could release it in the coming weeks just before Pritzker is inaugurated Jan. 14, steering the gun dealer licensing proposal into the Democratic governor’s hands instead of Rauner’s. There’s still time, though, for Cullerton to send it to Rauner.

 

 

With the 101st General Assembly beginning before Mr. Pritzker is to be sworn in I don't see how it would be possible to get the current bill into his hands. The timing is a Constitutional issue, not a rule they can play with.

Wait. I thought the bill would die with the 100th GA. How does the bill survive the change over?

I dont think it does unless theres another obscure rule Madigan and Cullerton have hiding in the back of their trick bag. I would consider this another case of reporters and legislators not understanding the law.

BTW, the faster they rush into passing bad gun bills, the more conclusively they out themselves.

The state AG certainly is not going to go after them, so someone on "our" side will have to sue, be it the NRA, SAF, GOA or even the IL Republican Party. How long can it get dragged out in the courts, without an injunction I wonder. They know EXACTLY what they are doing.

It MAY turn out that the Illinois Constitution DOESN'T expressly specify a SINE DIE at end of session,

 

if it does happen, it's a long road between suing and the embarrassment of the JB Pritzker administration.

 

It IS easy to refile a new bill, get the votes and pass along a "new" bill.

 

In fact I BET Don Harmon has one queued up a the blocks, waiting for the gavel.

 

 

You see, the firearms caucus's ain't what they used to be.....
The wolves WILL be dining on the sheep tonight.

It seems unlikely that the ultimate outcome of this matter will be other than a State licensing system that has the intended effect of putting small firearm dealers out of business. For non dealers, the net effect is likely to be higher prices at actual physical gun stores and big box stores with firearms departments. I think a much bigger threat to our rights might be coming from the Federal government if we are faced with UBC (Universal Background Checks) becoming law, something I fear that the Republicans will not fight very vigorously and the President might be willing to go along with. Then we are truly one big step closer to a de facto gun registry system, which gets us closer and closer to actual firearm confiscation laws.

Following the same misguided leadership that approved of the bumpstock ban..

 

The president will go along with it gleefully. Just as he did with the bumpstock ban. You heard him. "I'm all for taking the guns and worrying about due process later"

I REALLY need to move out of this awful state. Between anti-2nd Amendment mindset of those that run this state, obnoxiously high taxes, gross political corruption and that at a national level I am represented by two POS's, Durbin and Duckworth, I REALLY want to move out of here.

Everyone knows that the whole point of this bill is to put all the small-time FFLs out of business and make it more expensive to ever buy a gun. Just another step in the anti-gun path to banning / confiscation. No surprise that the Dems don't bother with the Illinois Constitution. Rules don't apply to them...

Have not the Congress and Senate been "R" and in power and they did not address anything such as national reciprocity?

The American political system, or at least what it was supposed to be is dead. Neither party cares about what citizens want or need.

They only spew out what people want to hear to get elected, and then buddy up with those in power to get what they can for themselves.

There are a few good ones, like Trey Gowdy, but for the most part they don't care about right / wrong, the Constitution or what's best for the country - only what they can milk off the system to make themselves richer than they were to get elected.

When I had my FFL I never sold any firearms, I just transferred them.

Consignments are really the same thing.

I didn't own these to sell.

 

 

The words "transfer(s)" or "transferring" (and other iterations of the word) are listed at least 39 times in the bill - a few mentions used to define what a "dealer" is.

 

Just curious as to what you're getting at?
