Are new CCT applicants required to have a valid CCL

I applied to be a CCT last summer, and I was approved in Oct 2013.  

 

I have a friend who is wanting to apply to be a CCT right now and my question is, does he need to have a CCL before he can apply to be a CCT?

 

He wants to know because if he does, he needs to get in my next class.

You can apply to be an instructor and for a CCL simultaneously. Your approved instructor creds opt you out of the requirement to have a training certificate.
