Illinois State Police officials said Thursday that theyve stepped up enforcement efforts in the past year to get guns out of the hands of people who shouldn't have them after a deadly workplace shooting, but they need more resources to do the job.

 

The state's top law enforcement official, Illinois State Police Director Brendan Kelly, also called on state lawmakers to pass a controversial bill that would require people who want to get a Firearm Owners Identification card to submit fingerprints. In Illinois, a FOID card is required to legally buy firearms and ammunition. The bill was in response to a 2019 mass shooting.

 

On Feb. 15, 2019, a man shot and killed five co-workers at a warehouse in Aurora before he was killed by police. Illinois State Police said the shooter, Gary Martin, bought a gun in 2014 with a valid Firearm Owners Identification card. Martin had a prior conviction in another state that made him ineligible to qualify for a FOID card, but he lied about that conviction when he applied to the Illinois State Police for a FOID card. The agency did a background check for Martin in Illinois. Illinois State Police later revoked Martin's FOID card after he submitted fingerprints to speed up the processing of his application for a concealed carry license. Those prints alerted officials to his conviction in Mississippi, ISP officials said at the time.

 

ISP Director Brendan Kelly said Thursday at a news conference in Springfield that in the wake of the Aurora shooting, state police had stepped up enforcement efforts. Since May 2019, Kelly said law enforcement agencies conducted more than 200 revoked FOID card details across the state.

 

"Its not easy, but you have to have the people to go out there and [say] hey there sir, you lost your FOID, you were just charged with a felony,' " Kelly said.

 

He said state police were not going after some old fellow who got his FOID not renewed, or some nice lady who moved to Florida and no longer has Illinois residency and is therefore revoked."

 

Were focused on the person who had a recent firearms purchase and recently was charged with a nasty violent crime in their jurisdiction, thats who were focused on, Kelly said.

 

Kelly also called for lawmakers to pass Senate Bill 1966, which would double FOID card fees people pay to apply for the card. It would also require applicants to submit fingerprints.

I think we did a decent job of pushing back here on Kellys comments made today back in January.

You want more money and resources, ask for your $30M back. And no, you cant have my fingerprints. Ive never done anything wrong where you need those and dont plan on doing so.

 

With the recent press, sounds like they are gearing up for SB1966.

"There is still much more to be done," state police Director Brendan Kelly said during a news conference in Springfield. "Without additional resources for state and local law enforcement, the chances still remain too high that more tragedies will occur."

 

Doing more, Kelly said, will require more resources from the state legislature -- namely money to hire more people.

 

State police also are backing Senate Bill 1966, aka the Fix the FOID Act.

 

Among other things, it would raise the fee for a FOID card, shorten its expiration from 10 to five years, require background checks for private gun sales and require anyone applying for a FOID card to submit fingerprints.

Of course they’re gearing up for SB1966. The gun rights orgs need to start an email/social media blitz. They also gotta focus solely on the money aspect and not the rights aspect (and also Willis’s comments about fingerprinting everyone in the state if it “made us safer”).

be "Were focused on the person who had a recent firearms purchase and recently was CONVICTED OF a nasty violent crime in their jurisdiction, thats who were focused on, Kelly said.

 

And he said ""It’s not easy, but you have to have the people to go out there and [say] ‘hey there sir, you lost your FOID, you were just charged with a felony,' " Kelly said."

 

Isn't being convicted of a violent crime or felony, not just being charged?

 

And has Willis et al EVER said HOW fingerprinting will make Illinois safer?

Really, what difference would it have made if they took his foid away 6 years ago when he tried to get a ccl when they first came out and he did it just like all the others do with a stolen gun bought off the street?

 

Example.

 

No foid in Florida but oh well!

By her de-funding of the agency responsible for administering the FOID she, if she believes that the Aurora murders would not have happened but for the new funding she now calls for in order to make up for her sweeps, makes her a guilty party to the crime.

 

 

It's just common sense that Rep. Kathleen Willis is in part responsible (by her own faulty logic) for the Feb. 15, 2019 the murder of five co-workers at the warehouse in Aurora.

 

 

She needs to make a public admission and apology for her contribution to the tragedy of that day.

 

 

Raising fees now, or at all, is tantamount to closing the barn door after the horses have escaped.

Same results as the last time the ISP posted information in an attempt to inform the public on relevant FOID/CCL info. How hard is it to get right? Why not make it public? Do they not know how?

Kelly said that Ptitzker has stabilized the funds so they wont be swept anymore. But they will need more thru the 1966 bill to help other agencies train and carry out revocations. So now the funds will not be sweptt but the need much more money to do the job correctly and help other agencies. i may be mistaken but my taxes fund other agencies already. All this guy was doing is being a politician. No more no less. There were many great questions probing this guy and asking why law abiding citizens have to foot the bill . Seems like most of the folks there were not happy.

Kelly said there was 106% increase in the Firearm Revocation transfers form last year of a little over a hundred. I'am guess 99% of the revocations are from EXPIRATION'S. One Local Sheriff in Jasper county was getting the forms filled out and turning them and the FOID into ISP??? That must be the 106%. $30 million dollar profit in Fire arm services and 3 employee's. Heard from a local Sheriff that the Sheriff attending Sheriffs convention vote not to Enforce expired FOID notices. Only people that had crimes or presented a threat!!!!!!!!! We have two choices MOVE or take back the state,.

Introduce a bill to change the terminology;

 

Revoked shall be used only for cards actively revoked for cause,

Lapsed shall be used for cards never renewed,

Discontinued shall be used for cards for those who hange state residency.

They'd never go for that, makes too much sense.

Until the FOID is voided this is a good idea. As it is now Kelly is just using a big bad number to make people think they need more money and its a dire situation. With all the folks blowing out of this state or aging out and letting their cards expire there should clearly be distinctions to keep these idiots honest. Whats that special word they all use now....TRANSPARENCY
