My name is Donovan Price. I am a Pastor at Living Hope Church in Chicago, and A First Responder/Victim's Advocate for the families of Homicide victim's. When a person is shot and killed in Chicago, in particular those that are declared dead at the scene, I arrive approx. 20 minutes after shots fired, and provide ministry and care for the family ...

Another father whose son was killed, Tom Vanden Berk - CEO of UCAN. Supports Second Amendment. Does not want to take guns away or get in the way of other exercising their rights.

 

BUT

 

Need to stop the illegal gun market. Supports gun dealer licensing act - sensible law. Supports SB1966 FIX the FOID Act because it will improve enforcement of gun laws. Banning private sales will decrease number of illegal gun possession . . . supposes illegal sales on the street will be curbed with this law?????

Second Panel talks about how to stop the violence - treat the trauma to abate the violence.

 

Chicago State University President Zaldwaynaka Scott - we're at a transitional point in history. CSU research shows addiction as a coping mechanism to deal with the violence, avoidance behaviors tend to keep kids away from school both which can lead to downward movement and more violence.

 

Untreated grief makes it difficult for students, families, communities to succeed and exacerbates the violence.

 

Establish recovery programs, not always about more laws and penalties.

Minister Ciera Walker, Live Free Chicago

 

Responding to families who have experienced trauma. Live Free focuses on reducing violence.

IL has a "Gun violence" problem across cities throughout the state.

 

East St. Louis an individual is 19 times more likely to be shot. 78% arrested were Af-Am born into a failed system, People of color who did not have a healthy support systems, victims of school to prison pipeline, poverty. Hurt people, hurt people.

 

Need targeted relief in these communities.

 

"gun violence" is a public health epidemic across the state. Need a state wide program/policy.

 

Propose:

State declaration "gun violence" is a public health crisis.

Create office of People of color who did not have a healthy support systems for victims of school to prison pipeline, poverty prevention.

Community based solutions - outreach services/resources

Jobs and entrepreneurial opportunities

34,000 illegal guns on the streets - pass SB1966 - invest fees into mental health programs.

"gun violence" is a symptom of racism?

Housing Act - 'gun violence' impacts how communities are viewed. Homes become a liability with mortgage foreclosures, forfeitures, abandonment.

 

Properties become heavily encumbered with taxes owed, fines, fees - not lucrative or affordable for regeneration.

 

Perceived dangerous neighborhoods perpetuates downward spiral of community - hard to bring development in.

 

Must stop revolving door of violent criminals - people would return to these neighborhoods.

Knowing this was coming (we all did), tried to get ahead of it a little over the weekend.

Viet Nam veteran - struggled for years with PTSD.

 

Knows first hand what trauma and post traumatic stress is.

 

Young people who have been traumatized and don't know they have been traumatized they think there is something is wrong with them - internalized the problem. Become hyper vigilant, don't fee safe, must do something to protect themselves - carrying guns not because they are criminals and out to do wrong but feel a need to protect themselves. Our society has taught children that guns are a legitimate to protect ourselves. How do we tell our children it's not okay to carry a gun for protection.

 

Worked with children in violence prone communities in Chicago. Children are growing up in these communities where the culture tells them guns/violence is an appropriate way to deal with conflict.

 

We have an obligation to rid firearms from our communities but we will still have the aftermath to deal with for decades because of the trauma. So we must also provide the resources to treat those who have been traumatized.
