I know a lot of Philly people I've talked to on other forums are quite pleased with the results. Only thing they want to tackle aggressively now is the mandatory finger printing... the agreement essentially handed everything else they've wanted to them on a silver platter. I was very happy see that (since I'm a Utah resident with a permit). I have it as general personal policy to obtain the permit of the state I'm in because not a police officers know which state permits their state reciprocates or recognizes, and whether or not it pertains to resident or nonresident permits. As for, "Why Philly?" The answer is simple -- UPenn. If my wife is picked up for DUINS (Duty Under INStruction), and is admitted to UPenn, her job will be to obtain her Masters Degree, which the Navy will pay her and pay for. There are only 3 schools in the country that teach the degree she's after. Only 2 of them are familiar with the Navy's DUINS program. UPenn is one of them. The other is TCU. I was being just a tiny bit snarky about Philly... I finished an equivalent Air Force program for my 2nd master's degree through the Air Force Institute of Technology (AFIT) about 14 years ago.
