He continues by questioning the increased FOID fee, and mentions that a new applicant would have to pay around $150 to get a FOID card.

Rep Turner says he's cool with fingerprinting, but people have a right to own a firearm and he's worring that certain communities can't afford to pay this.

 

He adds that we will make criminals of people who own guns but won't be able to afford a FOID renewal.  He syas this cost is a light bill - it's groceries.

 

Typically, the sponsor is completely tone deaf to the needs of the communities Mr. Turner speaks of.  She continues her allegiance to her Bloomberg sponsored masters instead of the people of this state.

Ms. Willis offers to consider an "indigent fund" if there's a problem.

 

Mr. Turner says there will be a problem. And he doesn't think we should be picking and choosing who can afford to own a gun.

McDermed continues asking why we are adding more law about straw purchasers when current law isn't enforced.

 

A CPD member says that isn't his area of expertise.

John Thomson (ISP) explains the costs of the FOID program as it is transferred to gun owners.  No explanation if offered as to why the state bears the entire cost of our voting system, including registration of voters and issuance of voter ID cards, but will not do so with our 2A rights.

I'm not cool with being required to provide fingerprints to exercise a constitutionally protected right.

 

Regarding making criminals of people that own guns: for people of Rep. Willis' ilk, that's a feature, not a bug.

McDermed/Bryant continues by asking if there's no political will on the part of our States Attorneys to prosecute, how is punishing law abiding gun owners with this elaborate system going to fix that?

McDermed states that studies show Cook County is not serious about fixing there violence problem (judicially), and we shouldn't be punishing law abiding gun owners.

Now Rep Bryant (?) says they were assured this is not about fingerprinting and that fingerprinting is not acceptable to her caucus.

Conversation continues about the cost of a CCL - about how the high cost was supposed to be temporary, in order to set up the system.

Rep Bryant points out that rather than reducing the cost of a CCL as was supposed to happen, we are now talking about increasing the cost of a FOID card.

She also wonders how we can tell an individual business owner how much they can charge per transaction. She says they are not going to do that for $10, and she doesn't think we can force them to do it.

Ms. Bryant suggests HB3839 is a bill that addresses all the issues and could probably get bi-partisan support.

Representative Parkhurst says she finds this bill Constitutionally offensive, saying its the same thing as required a fee to vote.

Rep Windhurst (sp?) questioning the Constitutionality of fingerprinting for basic Firearm ownership, if any other states (Hawai maybe) and if those states are being challenged (Hawai is).  Willis alleges her lawyer says it's ok.

I don't think we play nice, so much as staying true to the high road.

I would not like to sink to Ms. Willis' level.

 

I'm willing to sink to whatever level it takes to defeat this nonsense.  We played nice with this bill and now it's about to be rammed up our butts.

Representative mentions the following.

Hawaii requires finger printing, and is currently being challenged in the courts.

FOID is being constitutionally challenged in the courts.
