FTIP delays - waiting 2 weeks to date.

I purchased a long gun online and it was received at the FFL a couple days later, I filled out the form 4473. I waited for 1/2 hour and he said the status changed to "delayed" where its stayed. I filled out the form on July 10th and it's the 24th and still no change. So 2 weeks and I'm still waiting, and since Illinois doesn't follow the Brady date I guess I'll be waiting for a long time. Apparently no one answers the phone at the state police section anymore so I guess I get to wait.

 

Anyone else with this issue? The last gun I had transferred took about 5 days.

 

Just trying to put this into perspective.

I had a pistol shipped to my FFL a couple weeks ago. He called me in the afternoon the day it arrived and I was in the shop around 4:30 pm to fill out the paperwork. Instant approval, as has always been the case for me. Since I bought it more than 3 days earlier, I took it home.

 

I can't imagine why it is different with so many other folks.

Maybe it's the way the FFL does business...

Our neighbor bought a new long gun from a very large retail dealer. The background check took about 8-9 days before he could pick it up.

We know it wasn't an issue with the check itself- he has high security clearances for his everyday line of work.

The store managers tell us this is the new normal these days, for what it's worth.

FFL contacted NICS, all they said was that they would process it as soon as they completed it. Helpful....

 

Still says open, delayed.

 

I'm pretty sure it's Illinois, apparently this has been typical the last couple months as they are very backed up.

 

It's that or a new type of gun control where they just don't process.

 

Really irritating that I can have $800 tied up indefinitely and basically if you don't like it, you can go pound sand I guess.

I asked once about what causes the delay. I was told they the FTIP system uses a very old algorithm to very the identity of a person they are doing the background check on. If the algorithm can't make a positive identification right away, it requires human intervention to verify and complete the check. The human intervention is what is causing the delays. If it identifies you correctly and the check is clear, you get approved right away. Generally once delayed, always delayed. The delay that was taking an hour or two (for human intervention) is taking weeks because the ISP is so backed up.

I am a FFL Dealer in Oak Lawn, IL, we all have the same FTIP Software and we use the info on your FOID Card, not your DL or SI to enter in the FTIP System. What I noticed in 15 months of running background checks is; instant approval guys/gals will always be instant approvals (I had 3 people that were the exception to the rule), pending (delayed) people will always be delayed, and the time that it takes to approve of your bcg is solely based on the IL State Police who run the system.

Good to know, now let’s scrap the whole FOID system as it has become useless. Yes I am serious.

As of this morning it's still open, not sure what my options are. No one in Illinois answers the phone and even if they do it's basically " We are backed up" and thats it. I have passed dozens of checks and have a FOID card and a CCW but I can't buy a shotgun.

 

Something has to change

I have the regulation framed and hung on the wall of the shop.

Im not making a case on one side or the other, but you and the ISP seem to have a difference of opinion on this. Their opinion from what I can tell is no approval response, no transfer.

The last time that I purchased in Illinois I was delayed 3 to 4 days.

 

Since being in Indiana, I have purchased twice. The last time was no more than an hour from the time that I saw it online, went to the store, filled out my paperwork, and walked out the door with my purchase.

 

Illinois is broken, but no one (except those being delayed) cares.

 

Just reading all of your replies, makes me sick. Something needs to be done.

7. What happens if a customer orders a firearm, and when he or she comes in to pick it up, ISP issues something other than an approval on the FTIP?

 

The actual transfer of the firearm cannot take place until there is an approval from the FTIP system, regardless of when the agreement was reached. If the FFL receives a transaction number, they cannot complete the transfer until they receive an approval

Failure of the Department to provide an approval or denial within the prescribed length of time does not relieve the dealer from compliance with any other statutory restrictions on firearm transfers. Regardless of the requirements of this Part, transactions must comply with all State and federal firearm laws....

For those waiting 4 weeks, a background inquiry is good for 30 days whether you are approved or delayed. If 30 days has passed, you will have to perform a new background check. I had this happen to me a few times, after a 30 day background, a dealer could call the ISP to explain the long bcg so a new one could hopefully get approved before the 30 days passes again. ISP has turned the phones off on dealers as well, so if 30 days has passed and you have to resubmit another bcg check, there is a good possibility it might happen again.
