Kentucky goes Constitutional carry.

As they say in Japan, "Kurisumasu ni wa kentakkii!"

Translation: Christmas comes to Kentucky

Actually it's more like "Kentucky is for Christmas." It's KFC's Christmastime promo in Japan. KFC has managed to convince Japanese people that Americans eat fried chicken for Christmas, so now a large number of Japanese people do, frequently at KFCs all across the country.

Starting July 1st no permit will be required to carry concealed in Kentucky. Governor Matt Bevin signed the bill into law on Monday.

It isn't surprising that Kentucky would go constitutional concealed carry since it has been an open carry state with no license required for a long time, maybe before it was a state.

Does constitutional carry just apply to residents of the state, to anyone, or does it vary by state?

"Permitless carry" is still prohibited for non-residents. Constitutional carry in Kentucky is just for Kentucky residents. Kentucky honors licenses from every other state, except Vermont.

Vermont doesn't issue carry licenses at all, so they don't have a permit to honor. Vermont is a little weird. Vermont has constitutional carry for residents. Vermont doesn't honor any other state's licenses. No other state honors Vermont's (non-existent) license.

Kentucky still issues licenses so that Kentucky residents can carry in other states that honor Kentucky licenses.

It varies by state.

Vermont is constitutional for everyone, as long as you can legally own a gun you can carry it in Vermont. As you say its a little weird, as they achieved their status by virtue of never having criminalized carrying in the first place

I wonder about West Virginia...
Worry about their neighbor to the east. Virginia's Governor Northam is a Bloomberg crony. A special session for Virginia legislators starts Monday with the sole agenda being gun control. The NRA is pushing so hard against this that they are holding town hall meetings in areas where democrats won.

I'd like to see Utah go Constitutional Carry, but every time it passes both chambers it gets vetoed by the governor.
