DeKalb County Board Chairman Mark Pietrowski Jr. said some people may have lost faith in the state of Illinois, but not him.

According to recent estimates from the U.S. Census Bureau, Illinois lost about 100,000 residents overall between July 2010 and July 2018. As residents leave, so do the property, income and sales taxes they generate, putting a greater burden on the residents who remain. Reversing the growing trend of Illinois resident outmigration may be the key to preserving the stateâs future.

Although some areas have gained population, the Chicago Metropolitan Statistical Area â composed of Cook, DeKalb, DuPage, Grundy, Kane, Kendall, Lake, McHenry and Will counties â has experienced overall population decline since July 2014, according to census estimates. Statewide population totals also have been on the decline since July 2013, according to census data, although Illinois remains the most populous state in the Midwest with about 12.7 million people.

âThe people that have talked to me about wanting to move, some of them have just lost hope in the ability of the state government to properly function,â Pietrowski said Friday. âSome of that isnât helped by two years of not being able to pass a budget.â

One factor stimulating this exodus is the stateâs high property tax burden on residents.

Diane Seymour of McHenry said that two years ago, she was living in a home that required her to pay about $15,000 in annual property tax.
She and her husband, Gary, then moved to their current home, where they pay about $7,000 in property taxes, so they could stay local and care for her elderly mother.
But after her motherâs death, Seymour said she and her husband will be moving to Florida and will be closing on a house similar in size to her McHenry home in June.
She said her new property tax payment will be about $2,400.
Shawn Strach of Dream Real Estate, who is handling the sale of the Seymoursâ home, said taxes always are the No. 1 issue for people fleeing the state, especially for those entering retirement.

âWhen you look at that number of $15,000 to $2,400, youâre talking about a monumental amount of money to be freed up for that family,â Strach said.

Another homeowner Strach worked with, who lived in Marengo but worked in Chicago, moved to Indiana and now is paying $1,500 in property taxes as opposed to $6,500 â all while still making the same commute to work.
Of the 53 families his realty company worked with last year, Strach said nine moved out of state.

Pietrowski said there needs to be a greater emphasis on income tax rather than property taxes.

âOne of the major reasons why people are not choosing to come to Illinois is they see a house but they have to pay more property taxes,â Pietrowski said. âIf we could get that lowered, our state is going to look more attractive, because we do have a lot of things going for us: access to jobs, plenty of access to neighboring cities. Illinois is still one of the No. 1 manufacturing states in the nation.â

DeKalb County is a tax cap county, which Pietrowski said can be a hindrance on local governing bodies seeking to lower property taxes.
The Property Tax Extension Limitation Law, commonly referred to as âtax capsâ does not limit individual property taxes or property bills, according to the University of Illinois Extension. Instead, a tax cap is meant to limit the amount municipalities can levy when property values and assessments grow faster than the rate of inflation.

âIt changes the local governmentâs ability to [lower property taxes] because it maximizes what you can increase,â Pietrowski said. âIf you do decrease, it actually ends up penalizing you, so you can never make that money back.â

Kent Redfield, a professor emeritus of political science at the University of Illinois at Springfield, said there is much more contributing to population decline than simply taxes or weather, such as poor public policy.

Although a number of proposals from Gov. J.B. Pritzker have been advertised to help spur economic growth â such as a graduated income tax and the legalization of recreational marijuana â Redfield said there is no magic bullet for reversing declining population trends.

âThe state has not done a really good job of providing support for things communities need to make themselves attractive, not only in competing with other communities but from a state perspective,â Redfield said.

Redfield said he would put property taxes and school funding at the top of the list of public policy issues the state has the capacity to grasp.
Illinois revamped its school funding formula in 2017, but K-12 schools in many districts still are not receiving enough money to hit student adequacy targets or the total resources needed to support the best practices for students to succeed.

I'm out as soon as I can. There is no future in Illinois. I hate leaving my home and my little town, but I hate feeding the Socialist looters even more.

Another clueless politician, there needs to be a focus on reducing overall tax burden by cutting governement spending and waste as well as nuking the unsustainable cronie pension system, shifting the same (ever growing) overall state tax burden from property taxes to income taxes isn't going to change anything or make people want to come and stay in Illinois!!!  Shifting the tax burden to income, sure isn't going to entice the gainfully employed, wealthy and fixed income people to come here, it will likely make them flee faster!

Feds...they have the "Green Light" from D.C. to bring down a LARGE chunk of Chicago's Alderman,and both Democrat and Republicans in State Government.

 

Ed Burke is just a root in a tree in in a rotten forest and he's got massive documentation both oral and written on everything.


Chicago is finally about to get real reform, 3/4 of the current Alderman are in the crosshairs.

 

To the people who don't like Mayor Lightfoot, please give her time she's told the Feds to run with the ball for real change in the city.

Sounds too good to be true. Unless they start at the top and work their way down through Madigan's offices and a whole bunch of others there will never be any change here. Having just retired.......looking to get out of this crooked state also. Albeit with all grandbabies here and family it will be real tough.

The way I have been looking at it, the money I would save on property taxes alone would afford me and the wife 2 round trip plane tickets back to IL every two weeks and I would still be putting money in the bank...

   I keep seeing "higher taxes and new revenue from gambling and pot" but no one seems to mention the proposals to cut spending.  Why is this, can't we be fair?   Jim.

We are about two weeks from leaving Illinois, God and the title company willing.

 

I'll never forget after years of blaming Rauner for not passing a budget and making one Republican the fall guy over decades of financial irresponsibility, the Dems hold a press conference announcing the new budget. I sat in my car listening to the PR guy introducing all this money for this program and that program, new programs, new giveaways, and I just shook my head...What the hey!!!?

There is no tax that a LWW doesn't like. 

 

Except for any tax cut law that comes along, ala the Trump tax reform.

 

Despite what the MSM screams, I personally paid less taxes for more income last year. About 3% less on maybe $18K more.

 

Still not enough to change my mind about cheering the sight of the "Welcome to Illinois" highway sign in my rear view mirror for the last time.

Ditto !  The main thing holding me here is an aging parent who refuses to leave the house they have lived in for over 30 years.

 

I grew up in "coal mine country" in Southern Illinois and that town has been teetering on the brink ever since they closed the mines in the 60s.  And now, the property is being bought up right and left, in many cases, by "non-native" speculators. :pinch:  :mad(

I will be leaving Illinois as soon as I am able (probably in a few years), and it will be because of taxes.  I already pay terrible property taxes.  And once Pritzker's "screw everyone with a good job" tax increase goes through, I will also pay terrible income taxes.  I will be moving to Indiana.  I think there are a lot of people in the same boat.

I handed a shopping cart to an older lady at the grocery store the other day. It was raining out and most carts were wet. "Here's a dry one" I said. She thanked me and commented about the weather and said she didn't mind. Told me today would have been their closing date but somehow it got postponed. Other people were hanging around to listen as they were getting shopping carts. The lady went on to say how much lower her taxes are going to be ($1000 Indiana vs $6000 in chicago) and how much bigger her new house in Indiana is than the one she just sold. More people gathered around to listen. All I could bring myself to say was "When you get there, make sure you don't vote for democrats. They'll have the migrant caravans invading the place in no time." Of course she and the others gave me dirty looks. I told them to look what democrats did to Six Corners. Every store is closed, there's a huge crater from a building they demolished a few years ago that could be seen from space, and Jewel now finds it necessary to have armed security driving around the lot with their lights flashing and armed guards(with Glocks) patrolling the store because of the wonderful things democrats do. The libiots are scattering and will bring their stupid ways everywhere they go.

The worst part is when these zombies vote themselves out of house and home and money they move elsewhere and start doing the same. These are true sheep that don't think, they do as they're told. Even the old ones that should have clued in by now after decades of getting screwed can't figure it out. this is why Illinois ( and every other place run by liberal Dummycrats ) is all screwed up.

Herein lies the paradox.

We / IC needs liberal Democrats (or so we think) in order to keep or advance our gun rights.

However, all the while liberal Democrats continue to vote to Tax the crap out of everyone which results in leaving no personal $$ for Firearms or ammunition.

What do you do?
