Convert Illinois resident CCW to non-resident

How do I go about converting my Illinois CCW to a non-resident Illinois CCW? Is it even possible? Anyone have any first hand experience with this?

I just recently moved to Iowa.

My guess is that as soon as you get an Iowa DL, your FÇCL will be revoked. Subsequently you will have to reapply and pay the $300 fee to exercise a good given right.

I received my Iowa Driver's License 13 months ago and have not received a revocation yet. I plan to voluntarily surrender FCCL and FOID next time I'm back in Illinois.

Playing devil's advocate here. It would be illegal, but what IF someone moved out of state and kept their IL CCL and showed that to police if ever asked? Unless they did something wrong, are the police going to check if it's valid (unless, of course it is expired). And if you get into a defensive shooting, if it was a good shooting, will they be prosecuted? Even Chicago didn't prosecute good shoots during the handgun ban years.

They are going to likely want your Illinois Driver's License also. When you produce an out of state license, you are likely going to jail and they will let the courts sort it out later. I'm currently in that situation and would never take the chance. It simply isn't worth it to me, I have too much else to lose.

Why would you go to jail simply by having an out of state CCL? If you did something wrong, I'd expect that to be true, but in state or out of state license wouldn't change anything.

 

If you're driving, I would expect them to ask for a DL. But if you're not driving, why would they ask for a DL? And by law, (except if you have a CCL) you don't have to provide any ID, but you do need to identify yourself. My CCL is me, no lie there.

 

I may be wrong, but I got my CCL the first week they were out. In 4 1/2 years of carrying, I've been asked by the police to show my CCL exactly 0 times. So I really don't know how closely the police scrutinize it. But that also leads to another topic.

Don't give them shite. If you want to follow the laws and no longer use them, that is one thing. But why bow down to a corrupt state and their unconstitutional laws? Do you REALLY think they'll have a warrant out for your arrest because you didn't turn in your government issued civil rights permission slips? These idiots in IL can't issue or renew licenses properly. They have no clue that you still have yours.

 

I can't wait to move from IL and shake my willy at the ISP as I cross the border to freedom.

According to the FCCA, you are required to notify ISP within 30 of a change of address (or name change) . If you fail to notify them within 30 days, they can fine you $150, which is to be deposited into the Mental Health Reporting Fund.

 

Will the web site even allow a change of address to a location outside of Illinois?

 

We know the license would be canceled, regardless, but I donât know if the address fields are locked down to prohibit entry of another state when filing a change of address.

If I remember correctly, in Meyers v. Schmitz, the state finally admitted that the only reason they could "cancel" (revoke) his CCL because he was no longer eligible for a FOID as a non-resident.

 

I have been working armed security for many years. I live and work very, very close to the Iowa border. If I do eventually move back to the Hawkeye State, I wonder how they will treat my CCL status. As an armed security officer licensed in Illinois, I am required to have a FOID even as a non-resident. If I move to a bordering state, I will still remain eligible for a FOID due to my employment. What grounds would they have to revoke my IL CCL?

I think I remember reading that someone tried to change their address to another state, and it wouldn't let them.

You'd be an interesting follow on case depending on how the other non-resident licensing cases end up being decided.

@Teufel Hunden - So I would be curious since you have turned in your IL license and got a IA license, if you login to ispfsb.com what your CCL shows. It should show Cancelled or Revoked. If it doesnt I would be surprised.

 

@kwc - The address fields are indeed locked down and cannot be changed.

 

@Frank - They used the FOID excuse but have moved past that and on to the whole mental health reporting (basically hiding behind FOID requirements when the CCL statute does say something entirely different). And if your scenario of moving out of state but work in IL and require FOID ever becomes, that would be a fun addition to the state challenge I have going.

Checked my FOID # through the ISP tool within the last month or so and it came back valid. I never reestablished an account through the ispfsb.com portal after they changed the security protocol. I can't check directly on FCCL status without updating my account.
