I don't know if it was overlooked, or if you chose to leave it off for a reason. But just in case:

 

HB0098: Amends the Criminal Code of 1961, the Unified Code of Corrections, and the County Jail Act. Permits currently employed and retired State correctional officers and county correctional officers to carry their own firearms off duty without being in violation of the unlawful use of weapons and aggravated unlawful use of a weapon statutes if they meet certain training requirements

I tend to agree, although the alternative is for the State Police to administer the permit system, and given the ISP's handling of FOIDs, I'm not exactly filled with confidence in that prospect.

I tend to agree, although the alternative is for the State Police to administer the permit system, and given the ISP's handling of FOIDs, I'm not exactly filled with confidence in that prospect.

Understood and agreed. You know that the way I see it is that any system whereby We The People are "allowed" to go, hat in hand, to the government and ask for (and pay for) a government-issued permission slip for recognition of our Constitutionally guaranteed, fundamental human right to keep and bear arms is a deeply flawed system. Still, I'm (just barely) realistic enough to know the Constitutional Carry isn't going to happen here anytime soon, so I'll call just about any "Shall Issue" system a dramatic improvement over the current "MUST NOT issue" system.

HB0142 FIREARMS- MUNICIPAL REGULATION

 

Amends the Firearm Owners Identification Card Act. Strikes a clause preventing provisions of ordinances from being invalid when they impose greater restrictions or limitations on the acquisition, possession and transfer of firearms than are imposed by this Act. Provides that regulation of the ownership and possession of firearms and related items are the exclusive powers of the State. Provides that any existing or future local ordinances or resolutions imposing any restrictions or limitations on the ownership or possession of firearms and related items are invalid or void. Effective immediately.

 

HB0148 FIREARMS-CONCEALED CARRY

 

Creates the Family and Personal Protection Act. Permits the county sheriff to issue permits to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Requires an applicant for a permit to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.

Not sure yet about differences between HB112 and HB148. The latter is from Rep. Phelps.

 

HB0143 CRIM CD-MILITARY REENACTOR

Amends the Criminal Code of 1961. Exempts, from provisions prohibiting the sale, manufacture, purchase, possession, or carrying of specified weapons, an active member of a bona fide, nationally recognized military re-enacting group possessing a vintage rifle or modern reproduction thereof with a barrel or barrels less than 16 inches in length for the purpose of using the rifle during historical re-enactments if: (1) the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches; or (2) the person has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives. Effective immediately.

The full text of the bill is not yet available, but we've been assured it is shall-issue. Burden of proof would be on the sheriff to deny your application.

However, I can't count the number of times this past year, when I was the guest of IllinoisCarry.com at Town Hall Meetings around the state, that the local sheriff stepped in it big-time when talking about support of RTC by mentioning how they should be able to review the applications.

 

This will not be a popularity contest.

Of the 102 sheriffs in IL, I'm told by my local sheriff that only 3-4 are totally against RTC. Sounds like the local constituency needs to get involved and explain to their sheriff that RTC is important to them and will be an issue in the next election if the sheriff doesn't come on board. There is probalbly one that will need to be convinced in the courts, but maybe he too will see the light.

 

For the great majority of counties in IL, having the sheriff involved in the process will not be a problem. You will see that in the final version of the bill when it comes to light.

I don't disagree, my main point was that some of these supporting sheriffs were creating a PR problem in front of people who came to hear about RTC.

I can see it now with this one. Sheriff will have too much say over who gets permit or not. This one could be full of corruption.

 

The full text of the bill is not yet available, but we've been assured it is shall-issue. Burden of proof would be on the sheriff to deny your application.

Tom Dart isn't going to see anything until the he personally gets sued and a monetary loss enters the picture. ;) Same thing with Cook Cook County.

HB 0098 says the the CO's off duty firearm has to be registered with the ISP. I don't know if I like that very much. Do cops have to register their off duty weapons?

 

Good point. I wasn't aware that the ISP had any "registration" program for firearms.

Amends the Criminal Code of 1961. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.

 

HB0215 - CRIM CD-WEAPONS-ARMORED CAR

Amends the Criminal Code of 1961. Eliminates provision that permits the carrying and possession of certain weapons by persons employed by an armored car company to drive an armored car, while actually engaged in the performance of their duties. Eliminates provision that permits the carrying and possession of certain weapons by guards of armored car companies, while actually engaged in the performance of the duties of their employment or commuting between their homes and places of employment. Effective immediately.

 

 

Does anyone know anything about Rep. Timothy L. Schmitz ( R )? He filed the latter bill. Just curious (especially since he's an R) what the motivation for taking guns away from armored car staff is.

 

And Rep. William D. Burns, how about you only get to use the 1st Amendment one time per month? And you've already said something, so don't speak or write again until Feb. mmkaythx.

Don't know what's up with Schmitz. Not hear of him before, he's been in the House since 1999. Maybe Todd will check in and give us some insight. Or someone from his district? Kane county, Geneva area.

they have been added as sponsors on the HB0148 conceal carry bill... that puts 3 Dems on that bill... which could be good.

 

i cant get there voting record to show up... i see they sponsored a CC bill last year also...
